RESOLUTION NO.__________ (N.C.S.)
A RESOLUTION AUTHORIZING APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT PROHOUSING INCENTIVE PILOT PROGRAM WHEREAS, pursuant to California Health and Safety Code 50470 et. Seq, the California Department of Housing and Community Development (HCD) is authorized to issue Guidelines as part of an incentive program known as the Prohousing Incentive Pilot Program (PIP); and WHEREAS, the City of Salinas desires to submit a PIP Program application package (Application) for approval and the award of grant funding for eligible planning and implementation activities related to housing and community development as a result of meeting eligibility criteria including, but not limited to Prohousing Designation; and WHEREAS, the HCD issued its PIP Notice of Funding Availability (NOFA) Guidelines and Application on December 15, 2022, with supportive statewide funding in the amount of $25,705,545; WHEREAS, the City’s PIP Application to the HCD may result in a PIP Program award in an amount not to exceed $1,660,000; and WHEREAS, the City intends to accept awarded funds to support its established Strategic Plan Goals and Strategies of Housing/Affordable Housing; NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council authorizes the submission of a PIP Program application to HCD; and NOW, BE IT FURTHER RESOLVED that the Salinas City Council authorizes the City Manager or designee to accept PIP Program funds, if awarded, and execute all required Agreements and related documents necessary to implement the program; and NOW, BE IT FURTHER RESOLVED that the Salinas City Council authorizes the establishment of an HCD PIP Program appropriation of up to $1,660,000, if funds are awarded, for allowable predevelopment, development, acquisition, rehabilitation, and preservation of multifamily, residential live-work, rental housing and homeownership opportunities.
