DATE: MARCH 7, 2023
DEPARTMENT: PUBLIC WORKS, TRAFFIC & TRANSPORTATION DIVISION FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: ANDREW EASTERLING, TRAFFIC ENGINEER
TITLE: “NO STOPPING” RED ZONES ALONG 3 QUAIL RUN CIRCLE RECOMMENDED MOTION:

A motion to approve a Resolution establishing a total of 135 feet of “No Stopping” red zones along the driveway of 3 Quail Run Circle.

EXECUTIVE SUMMARY:

Staff received a request to evaluate obstruction from vehicles parked at the driveway along 3 Quail Run Circle. Subsequently, staff conducted a field review and determined sightlines necessary to provide the minimum stopping sight distance and vehicle mobility along Quail Run Circle. Staff is recommending the designation of a total of 135 feet of “No Stopping” red zones along the driveway of 3 Quail Run Circle to provide sufficient sight lines per stopping sight distance criteria and vehicle mobility.

BACKGROUND:

Staff has received a request to evaluate intersection corner sight distances at driveways along Quail Run Circle. Staff conducted a field review and determined sightlines appropriate to make a gap acceptance decision for turning movements from the driveways while providing necessary stopping sight distance for vehicles on Quail Run Circle. Staff is proposing the removal of approximately 135 feet of parking on Quail Run Circle to provide sufficient departure sight triangles.

Staff is recommending stopping sight distance criteria as the design standard for the consideration of red zones. Intersection sight distance criteria is typically longer than stopping sight distance to allow the intersection to operate smoothly. Minor-road vehicle operators can wait at the stop bar until the can adequately evaluate sufficient gaps in traffic so that they are able to proceed safely without forcing a major-road vehicle to stop or unduly interfering with major-road traffic operations. In this specific application stopping sight distance was considered to be the minimum criteria because of the significant impact to on-street parking capacity. Notices were mailed out to the affected areas to inform the community of the consideration of red zones at the driveway of 3 Quail Run Circle.

TRAFFIC AND TRANSPORTATION COMMISSION:

The recommendation for the establishment of 135 feet of “No Stopping” red zones along the driveway of 3 Quail Run Circle was presented to the Traffic and Transportation Commission at its February 9, 2023, meeting. The Commission voted (5-1) to recommend City Council to approve a Resolution establishing 135 feet of “No Stopping” red zones along the driveway of 3 Quail Run Circle. Commissioners Howell, Hernandez, Canseco, Davis, and Cox voted to approve the recommendation, and Commissioner Quigley voted against the recommendation.

CEQA CONSIDERATION:

Designation of parking restrictions on City street is exempt under CEQA 15301, Class 1(c) since the actions consists of operation and minor alteration of an existing City Street.

STRATEGIC PLAN INITIATIVE:

The Quail Run Circle “No Stopping” red zones support the Council’s goal of “Public Safety.” DEPARTMENTAL COORDINATION:

Red zones are installed and maintained by Public Works staff. Parking enforcement is provided in coordination with Parking Enforcement contractor (LAZ) and the Salinas Police Department.

FISCAL AND SUSTAINABILITY IMPACT:

The estimated labor and material cost to install the proposed “No Stopping” red zones along Quail Run Circle is estimated to be $200. Sufficient funding is available in the current streets budget to fund the installations.
