A RESOLUTION APPROVING THE 2022 HOUSING ELEMENT ANNUAL PROGRESS REPORT AND AUTHORIZING SUBMITTAL TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND THE GOVERNOR’S OFFICE OF PLANNING AND RESEARCH WHEREAS, Section 65400 of the California Government Code requires the City to file a Housing Element (HE) Annual Progress Report (APR) addressing the status of the General Plan Housing Element and progress made toward implementing its goals and policies; and WHEREAS, the 2022 HE APR was prepared and must be submitted to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR) by April 1, 2023; and WHEREAS, the City’s current 2015-2023 General Plan HE was adopted by Council in December 2015 and certified by HCD in February 2016; and WHEREAS, the HE APR accurately reflects the City’s progress in implementing the goals and policies of the 2015-2023 General Plan Housing Element; and WHEREAS, the City Council has confirmed that the HE APR is not a project as defined by CEQA Guidelines Section 15378 and, therefore, no environmental assessment is required; and WHEREAS, on March 1, 2023, the City’s Planning Commission adopted a Resolution recommending that the City Council approve the 2022 HE APR and authorize its submittal to the State HCD and OPR; and WHEREAS, on March 14, 2023, City staff provided an administrative report to the City’s Housing and Land Use Committee regarding the 2022 HE APR resulting in a supportive recommendation that City Council approve the 2022 HE APR and authorize its submittal to the State HCD and OPR; and NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves the 2022 HE APR and finds that the report accurately reflects the City’s progress in implementing the 2015-2023 General Plan Housing Element and authorizes its submittal to HCD and OPR as required by California Government Code Section 65400(b).
