A RESOLUTION OF THE SALINAS CITY COUNCIL
APPROVING THE CITY’S HOME INVESTMENT PARTNERSHIP PROGRAM-AMERICAN RESCUE PLAN ALLOCATION PLAN AND AUTHORIZING SUBMITTAL TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the United States Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program (HOME), provides the City of Salinas (City) with a federal entitlement of HOME funds to finance the preservation and production of affordable housing; and WHEREAS, the American Rescue Plan (ARP) Act of 2021, awarded the City an allocation of $2,918,774 in HOME American Rescue Plan (HOME-ARP) grant funds to address the need of qualifying populations for housing and supportive services; and WHEREAS, the City was allocated an initial partial amount of $145,939 for the administration and planning of the HOME-ARP Allocation Plan; and WHEREAS, as a requirement of receiving HOME-ARP funds, the City is required to develop a HOME-ARP Allocation Plan (AP) comprised of a summary of the consultation and public participation process, a needs assessment and gap analysis, a summary of the planned use of the funds, and an estimate of the number of housing units the City will produce or preserve with the funds; and WHEREAS, the City, through targeted, robust community engagement and the solicitation of input and data, has prepared a HOME-ARP AP; and WHEREAS, the HOME-ARP AP proposes to allocate funds towards supportive services as further described and defined in the HOME-ARP AP; and WHEREAS, in accordance with the City’s Citizen Participation Plan, an initial draft of the HOME-ARP AP was published on September 3, 2022, for a 30-day public comment period and finalized with a public hearing at City Council; and WHEREAS, on October 4, 2022, City Council held a public hearing to obtain further comment and consider the initial draft HOME-ARP AP and authorized the initial submittal of the HOME-ARP AP to HUD for review and approval; and WHEREAS, on December 5, 2022, HUD recommended City staff update the City’s HOME-ARP AP to expand areas related to preferences, gap analysis, and consultation for resubmittal by the final deadline of March 31, 2023; and WHEREAS, staff have updated the City’s HOME-ARP AP to include all of HUD’s recommendations and a draft of the revised HOME-ARP AP was published on February 11, 2022, for a 30-day public comment period; and WHEREAS, on March 21, 2023, City Council held a second public hearing to obtain further comment and consider the revised draft HOME-ARP AP and authorized its submittal to HUD for final review and approval; and WHEREAS, following final HUD approval of the HOME-ARP AP, the City will receive the remaining balance of $2,772,835 of its allocated HOME-ARP funds; and WHEREAS, the City Council desires to allocate $437,816 of its HOME-ARP allocation funds towards program planning and administration and $2,480,958 toward the provision of supportive services under proposed preferences and for all qualifying populations as defined by HUD Notice: CPD-21-10; and WHEREAS, the Salinas City Council desires to approve the proposed HOME-ARP AP and authorize its submission to HUD for final approval prior to the March 31, 2023 deadline.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby authorizes the submission of an updated HOME-ARP AP to HUD for final review and approval; and BE IF FURTHER RESOLVED that the Salinas City Council authorizes the City Manager or designee to execute any required Agreements necessary to support the acceptance of funds and implementation of its HOME-ARP AP; and BE IF FURTHER RESOLVED that the Salinas City Council authorizes an increase of $2,772,835 to the HOME-ARP fund appropriation and corresponding revenue budget; and PASSED AND APPROVED this March 21, 2023, by the following vote:
