RESOLUTION NO. (N.C.S.)
A RESOLUTION 1) APPROVING THE AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF SALINAS AND KIMLEY HORN AND ASSOCIATES INC. FOR THE SALINAS BROADBAND MASTER PLAN AND ALISAL NEIGHBORHOOD BROADBAND FIBER NETWORK DESIGN; AND 2) AUTHORIZING THE USE OF SPECIAL CONST ASSIST – FED & ST FUNDS UP TO $411,970 FOR THE AGREEMENT WITH KIMLEY HORN AND ASSOCIATES INC. FOR THE SALINAS BROADBAND MASTER PLAN AND ALISAL NEIGHBORHOOD BROADBAND FIBER NETWORK DESIGN.
WHEREAS, the City of Salinas City Council approved Resolution No. 21731 on November 5, 2019, accepting the Alisal Vibrancy Plan as a key strategic planning document; and WHEREAS, a goal within the Alisal Vibrancy Plan is to improve internet capabilities; and WHEREAS, the City of Salinas applied for $470,304 of Local Agency Technical Assistance grant funds to develop the Salinas Broadband Master Plan and Alisal Neighborhood Broadband Fiber Network Design with support from Kimley Horn and Associates; and WHEREAS, On February 21, 2023, the City accepted grant funds by Council Resolution No. 22593; WHEREAS, A traffic and transportation on-call contract was awarded to Kimley Horn and Associates, on January 10, 2023, by Council Resolution No. 22563; and WHEREAS, Kimley Horn and Associates is specially trained, experienced, and competent to perform the services for the Salinas Broadband Master Plan and Alisal Neighborhood Broadband Fiber Network Design; and WHEREAS, the City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves a Resolution approving the agreement for Professional Services between the City of Salinas and Kimley Horn and Associates Inc. for the Salinas Broadband Master Plan and Alisal Neighborhood Broadband Fiber Network Design; and BE IT FURTHER RESOLVED that the Salinas City Council hereby approves a Resolution authorizing the establishment of appropriations and a corresponding revenue budget in the Public Works Grants – Fed. & St. Fund of up to $411,970 for the agreement with Kimley Horn and Associates Inc. for the Salinas Broadband Master Plan and Alisal Neighborhood Broadband Fiber Network Design.
