RESOLUTION NO. (N.C.S.)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SALINAS TO APPROVE AN ORGANIC MATERIALS DIRECT SERVICE PROVIDER AGREEMENT BETWEEN THE CITY OF SALINAS, ATLAS ORGANICS AND THE MEMBER AGENCIES OF THE SALINAS VALLEY SOLID WASTE AUTHORITY WHEREAS, The passage of Senate Bill 1383 created the need for jurisdictions throughout the State to increase waste diversion, specifically organic waste material away from landfills to reduce greenhouse gas emissions throughout the State; and WHEREAS, SB 1383 included additional provisions requiring jurisdictions to procure organic material from designated processors to support the creation and sustainability of such enterprises; and WHEREAS, CalRecycle administered a one-time grant program meant to provide aid in the implementation of regulations adopted by CalRecycle; and WHEREAS, The City, in partnership with Salinas Valley Solid Waste Authority initially submitted and was later awarded an SB 1383 Local Assistance Grant to assist the City in the implementation of regulation requirements associated with SB 1383, including organic material procurement costs; and WHEREAS, The City of Salinas is entering into a contract with Atlas Organics to be the City’s direct service provider of Organic Materials in compliance with SB 1383; and WHEREAS, The contract will remain into effect until December 31, 2023. The term of the Agreement may be extended by mutual agreement of the parties for three (3) optional, one (1) year extensions; and NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Salinas approves the Organic Materials Direct Service Provider Agreement between the City of Salinas, Atlas Organics and the member agencies of the Salinas Valley Solid Waste Authority.
