RESOLUTION NO. (N.C.S.)
A RESOLUTION OF THE SALINAS CITY COUNCIL AWARDING HVAC SERVICE AGREEMENT TO ESI, INC WHEREAS, on October 18, 2022, the City conducted a request for proposals (“RFP”) for city wide HVAC services at various facilities; and WHEREAS, proposals for said work were received at the office of the City Clerk at City Hall, 200 Lincoln Avenue, Salinas California until November 7, 2022; and WHEREAS, a total of two vendors submitted proposals for evaluation; and WHEREAS, an evaluation committee, comprised of four, cross-departmental City staff members, conducted a thorough evaluation and scoring of the proposals based on the criteria set forth in the RFP; and WHEREAS, using the Point Method each proposal’s cost was evaluated, assigned a score then combined with the evaluation committees’ score (from the RFP criteria), thus providing a final “score” from each vendor per facility; and WHEREAS, an appropriation of $53,950 to operations budgets is required in order to fund the services.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council , pursuant to Salinas Municipal Code Section 12-21, in reference to HVAC services contract, that all said proposals are rejected except the proposal of Environmental Systems Inc., (“ESI”), being the most qualified which is hereby accepted for the four city facilities listed in the RFP. The subject contract agreement is hereby awarded to ESI for the sum of $53,950 per year (for a period of 3 years, with five, one-year annual renewal options).
BE IT FURTHER RESOLVED that Salinas City Council hereby approves an increase of up to $26,975 to both the General and Measure G Fund appropriations, to be distributed as shown below, and use of corresponding fund balances:
