TITLE: GRANICUS, INC. SUBSCRIPTION RENEWAL
RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the subscription renewal with Granicus, Inc. in the amount of $39,745.77 to provide a legislative agenda management solution and meeting efficiency software.
EXECUTIVE SUMMARY:
Granicus, Inc. is a Software as a Service (SaaS) solution that enables local government organization to automate the entire legislative process by drafting legislation, automated approvals and workflows saving staff countless hours while helping maintain legislative accuracy. Granicus continues to allow staff to easily manage the entire legislative process from start to finish promoting government transparency. The Granicus, Inc. subscription is set to expires on June 30, 2023. Subscription renewal shall not exceed $39,745.77 for FY 2024.
BACKGROUND:
In April 2014, the City Clerk’s office began using Granicus, Inc. software in efforts to streamline the City Council meeting agenda management process. Granicus’ Government Transparency Suite and Meeting Efficiency Suite along with associated hardware and software allows the staff to create and manage items for the agendas, automate the agenda item approval process electronically, simplify the agenda creation and compiling all supporting material for all legislative meetings. The Granicus software is currently utilized by the Airport Commission, Library and Community Services Commission, Planning Commission, Traffic and Transportation Commission, Measure G, Measure E, Public Art Commission, Police Community Advisory Committee, and numerous Subcommittees.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
Subscription renewal of Granicus, Inc. SaaS is in line with the City Council Goal of Effective and Culturally Responsive Government. The Council identified strategies that included evaluating technology gaps, effective governance and transparency of all city commissions, boards, and committees.
DEPARTMENTAL COORDINATION:
The City Clerk’s Office continues to work in coordination with all department to support the agenda management process for all legislative bodies.
FISCAL AND SUSTAINABILITY IMPACT:
Funds will be appropriated and available in the City Clerk’s annual operating budget in the amount of $39,745.77 for FY 2024.

IN THE AMOUNT OF $39,745.77 TO PROVIDE A LEGISLATIVE AGENDA MANAGEMENT SOLUTION BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF SALINAS: that the City Councill does hereby approve the attached subscription renewal, Exhibit A, between Granicus, Inc., and the City, in the amount of $39,745.77 for FY 2024.
