DEPARTMENT: LIBRARY AND COMMUNITY SERVICES
FROM: KRISTAN LUNDQUIST, DIRECTOR
BY: FRANCIS HEBERT, TECHNICAL SERVICES MANAGER
TITLE: PURCHASE OF PUBLIC ACCESS COMPUTERS FOR LIBRARIES RECOMMENDED MOTION:

A motion to approve a resolution to purchase desktop computers from Lenovo (United States) for John Steinbeck Library and Cesar Chavez Library in an amount not to exceed $89,000.

EXECUTIVE SUMMARY:

Salinas Public Library (SPL) wants to improve digital access for the community by providing new desktop computers (60 units in total) at Cesar Chavez and John Steinbeck Libraries. This will allow SPL to create computer use areas for adults, young adults, and children matching our community’s needs and expectations. This is required considering the age and lack of performance shown by the current equipment available to the public.

BACKGROUND:

The aging public access computers at Cesar Chavez and John Steinbeck are inadequate to meet the technological needs of the Salinas community. Library visitors and members of the public have provided numerous feedback and requests to library staff, to improve these computers for better access to technology. To address these issues, the City Council approved and established an appropriation of $100,000 Capital Improvement Project (CIP), as part of the budget initiative for the fiscal year of 2022-2023.

Since the beginning of this fiscal year, Salinas Public Library staff have been working closely with the Information Services department to evaluate computers and obtained pricing from four different vendors. Based on these evaluations, we are ready to move forward with the purchase of 60 units of new desktop computers through Lenovo (United States).

The current resolution is the main step in improving digital access for Salinas residents at the Cesar Chavez and John Steinbeck Libraries. The purchase of these computers will allow Salinas Public Library to improve digital access for the community with technological quality matching our community’s needs and expectations, and industry standards, for at least the next 5 to 7 years.

Since the CIP funding was already established and appropriated, City Council approval is required to continue the procurement process due to the purchase cost exceeding $30,000.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

This request support City Council’s Vision and Strategic Goals of Youth and Seniors, and Effective and Culturally Responsive Government, by ensuring that the library continue to provide relevant technological support for community’s lifelong learning and recreational needs.

DEPARTMENTAL COORDINATION:

The Library and Community Services department will continue to work with the Information Services department to coordinate procurement and installation to make this project a success.

FISCAL AND SUSTAINABILITY IMPACT:

Funding for this purchase would come from the already established CIP fund for Computers Upgrade LCSD (5800.60.9195-66.5810) of up to $89,000. There is no recommended action pertaining to the transfer of monies between accounts or to new appropriations.
