TITLE: PARKS PASS GRANT AWARD
RECOMMENDED MOTION:
A motion to 1) accept the California State Library Parks Pass grant award in the amount of $31,803, 2) authorize execution of all grant acceptance documents, and 3) establish State of California Library Fund appropriations of $31,803 and corresponding revenue budget.
BACKGROUND:
In April 2022, Salinas Public Library was given the opportunity to apply for a Parks Pass Grant from the California State Library to increase awareness and equitable access to open spaces and state parks for our community. This grant opportunity was available in conjunction with the collaboration made by the California State Library and California State Parks to provide State Parks Passes at all California public libraries. On June 8, 2022, Salinas Public Library was granted a $4,455 award to start the Outdoor Adventure Pack collections and programs. Due to this initial grant, the library has been able to provide a series of Outdoor Adventure Packs for families, based around various activities such as nature walks, camping, and stargazing, in order to lower the barriers to access for families to experience nature and open spaces.
Given the popularity of this grant among public libraries, the California State Library opened a second round of the Parks Pass Grant in January 2023. Salinas Public Library submitted another application for $31,803 to expand the Outdoor Adventure Pack collection, and was notified on March 21, 2023, of an approval of the grant award for the requested amount.
The expansion of this program and collection will continue to help lower the barriers to access for individuals and families to experience nature and the outdoors, including State Parks. Given that many people and families in Salinas may not be able to financially invest in these outdoor activities' equipment, access that are provided by the Salinas Public Library to this collection would encourage outdoor activities participation and appreciation of nature from our community.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:

DEPARTMENTAL COORDINATION:
The Library & Community Services Department will continue to work with the Finance Department for grant management and procurement of items for the collection.
FISCAL AND SUSTAINABILITY IMPACT:
Having been awarded $31,803 from the Parks Pass grant, no additional general fund monies will be needed to support this project.
