TITLE: 90-MINUTE PARKING ZONE REQUEST ALONG 400 & 500 BLOCK ON ABBOTT STREET AND ALAMEDA AVENUE RECOMMENDED MOTION:
A motion to approve a Resolution establishing approximately 1,000 feet of 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays along the southern and western curb of the 400 & 500 block on Abbott Street and Alameda Avenue.
EXECUTIVE SUMMARY:
At its meeting on August 9, 2022, City Council approved Resolution 22439 (Attachment 1) establishing approximately 1,000 feet of 90-minute parking zone expect Sunday along the southern and western curb line of the 400 & 500 block on Abbott Street and Alameda Avenue. The applicant, Ray Harrod owner of the adjoining property, contacted the City to inform staff the development construction was nearing completion, and he was ready for the parking signs to be installed. The applicant noticed that the signs had the language “Except Sundays” and his request intended to have the 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays. The signs had not yet been installed and staff is recommending the approval of a new sign plan to supersede the original Resolution. Public Works staff recommends the approval of approximately 1,000 feet of 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays along the southern and western curb of the 400 and 500 block of Abbott Street and Alameda Avenue.
BACKGROUND:
Staff received a special curb marking request (Attachment 3) form from Ray Harrod, the owner of the newly constructed units along the 400 and 500 block on Abbott Street and Alameda Avenue, requesting 1,000 feet of 90-minute parking zone, 7:00 AM to 6:00 PM, except Sunday along the southern and western curb line. According to Ray Harrod, the newly constructed units along the 400 and 500 block on Abbott Street and Alameda Avenue will require accessible parking spaces for customers of the 23 commercial units.
Abbott Street, between Alameda Avenue and Los Palos Drive, is a four-lane arterial street with a two-way left turn lane. The street is approximately 80 feet wide, from curb-to-curb face. On-street parking is generally permitted on both sides of Abbott Street. The City’s current General Plan establishes that the future condition of Abbott Street will have a raised median and on-street parking will be removed. Additionally, Abbott Street is a Focused Growth Overlay District, per Municipal Code Section 37-40.210(a)(4), that promotes mixed-use development that is pedestrian-oriented, compact, active, vital, and safe. The City cannot guarantee it will be able to continue to provide the 90-minute on-street parking zones in the future, and the applicant has been informed of this.
City staff developed a sign plan establishing approximately 1,000 feet of 90-minute parking zone expect Sunday along the southern and western curb of the 400 and 500 block on Abbott Street and Alameda Avenue. The item was brought to City Council on August 9, 2022, and City Council approved a Resolution establishing approximately 1,000 feet of 90-minute parking zone expect Sunday along the southern and western curb of the 400 and 500 block on Abbott Street and Alameda Avenue.
The development project is nearly complete, and the parking signs were ready to be installed in accordance with Resolution 22439. The owner, Ray Harrod, noticed that the exception of only Sundays was not what he had intended and requested a revision to the sign plan. He requested for the exception of the 90-minute parking zone, 7:00 AM to 6:00 PM, be modified to weekends and holidays. Staff recommends the approval of 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays fronting businesses in areas where there is demand and limited off-street parking opportunities during business hours. Time limited parking zones allow a reasonable turnaround of parking spaces for customers to have access to businesses. The 90-minute parking stalls are for general public use and are not considered private parking. The owner has applied for special parking restrictions with payment for the cost to install signs, consistent with the City’s program. Staff recommends approving the requested 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays along the southern and western curb line along the 400 and 500 block on Abbott Street and Alameda Avenue as shown in the Sign Plan (Attachment 2).
TRAFFIC AND TRANSPORTATION COMMISSION:
The recommendation for approximately 1,000 feet of 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays along the southern and western curb of the 400 & 500 block on Abbott Street and Alameda Avenue was presented to the Traffic and Transportation Commission at its March 9, 2023, meeting. The Commission voted 6-0 to recommend to City Council to approve a resolution of the establishment of approximately 1,000 feet of 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays along the southern and western curb of the 400 & 500 block on Abbott Street and Alameda Avenue.
CEQA CONSIDERATION:
Designations of parking restrictions on City streets is exempt under CEQA 15301, Class 1(c) since the action consists of operation and minor alteration of an existing City street.
STRATEGIC PLAN INITIATIVE:
The action of the designation of the 90-minute parking zone except weekends and holidays support the Council goal of “Economic Development”. Parking time limits allow for increased parking turn over and parking availability for customer use.
DEPARTMENTAL COORDINATION:
90-minute parking zone designations are installed and maintained by Public Works staff. Parking enforcement is provided in coordination with Parking Enforcement contractor (LAZ) and the City Police Department.
FISCAL AND SUSTAINABILITY IMPACT:
Ray Harrod, owner of the new constructed establishment along the 400 & 500 block on Abbott Street and Alameda Avenue, has submitted payment to fund the costs and the installation of the 90-minute parking zone, 7:00 AM to 6:00 PM, except weekends and holidays designations.
