TITLE: NO PARKING SIGNS ON FREEDOM PARKWAY BETWEEN TUSCANY BOULEVARD AND PADOVA DRIVE RECOMMENDED MOTION:
A motion approving no parking signs on Freedom Parkway between Tuscany Boulevard and Padova Drive.
BACKGROUND:
The Mountain Valley Environmental Impact Report (Attachment 1) was certified in 1998. On October 14, 2003, City Council adopted Resolution No. 18392 approving the Vesting Tentative Map (VTM 03-02) for the Mountain Valley Precise Plan (Attachment 2). The Monte Valley project, now known as Monte Bella, consisted of 853 single family residence, a 21-acre park site, a 2-acre elementary school site and several well and infrastructure sites. The vesting tentative map contemplated seven phases of construction for full development of the subdivision. The final phase of development, Phase 6, was accepted by City Council Resolution No. 22400 (Attachment 3) on June 21, 2022.
Following the acceptance of the final phase the streets of Sconberg Parkway (formerly named Alisal Road Extension), and Freedom Parkway were completely opened for the first time. Shortly after the roads were opened to traffic, the City developed the Sconberg Parkway and Freedom Parkway Signing and Striping Plan (Attachment 4) to install bike lanes and No Parking signs on Sconberg Parkway and Freedom Parkway. This plan excluded no parking signage along the park frontage of Freedom Parkway as specified in the Precise Plan. The plan was taken to the Traffic and Transportation Commission on September 8, 2022 where the Commission recommended City Council approve the Sconberg Parkway and Freedom Parkway Signing and Striping Plan. Subsequently, the City Council approved the plan on October 4, 2022, by Resolution No. 22489 (Attachment 5). After the implementation of the plan, the City began receiving complaints from residents regarding insufficient space on the road due to on-street parking on the bike lane along Freedom Parkway between Tuscany Blvd and Padova Dr. Staff reviewed the conditions and recommends the installation of No Parking signs on Freedom Parkway. Staff has developed the proposed Freedom Parkway Signing Plan (Attachment 6) to install no parking signs on the park frontage of Freedom Parkway between Tuscany Boulevard and Padova Drive.
TRAFFIC AND TRANSPORTATION COMMISSION:
At its May 11, 2023, the Traffic and Transportation Commission voted (4-0) to recommend a motion recommending that the City Council approve a Resolution approving No Parking signs on Freedom Parkway between Tuscany Boulevard and Padova Drive. Public comments were received on this item and were supportive of the consideration.
CEQA CONSIDERATION:
The City of Salinas has determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301, Class 1(c)) because the actions consist of operation and minor alteration of an existing City street.
STRATEGIC PLAN INITIATIVE:
The installation of no parking signs on Freedom Parkway supports the Council goals of “Public Safety” and “Infrastructure and Environmental Sustainability”.
FISCAL AND SUSTAINABILITY IMPACT:
The estimated cost to install no parking signs on Freedom Parkway is $2,475, if the City contracts the work out using the job order contract. However, the City may be able to install the no parking signs using its own work force to reduce costs. There are sufficient funds available in CIP 9120 Monte Bella Subdivision Improvements.
