DATE: MAY 23, 2023
DEPARTMENT: PUBLIC WORKS, TRAFFIC AND TRANSPORTATION DIVISION FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: ANDREW EASTERLING, TRAFFIC ENGINEER
TITLE: 20-MINUTE GREEN ZONE DESIGNATIONS AT 431 ABBOTT STREET RECOMMENDED MOTION:

A motion to approve a Resolution establishing approximately 116 feet of 20-minute green zone designations located at 431 Abbott Street.

BACKGROUND:

Carlos Andalon, owner of Empire Motors, is requesting 20-minute green zone designations along the business property frontage at 431 Abbott Street (Attachment 2). According to Mr. Andalon, vehicles parked for extended periods along the business’ frontage limit access for customers. Customers spend an average of 15 to 20 minutes per visit at his business. The requestor is aware that the proposed green zones, if approved, are not for the exclusive use of the requestor. The 20-minute green zones parking restricted space are for the public's use. Enforcement is generally done on a call basis.

The proposed 20-minute parking zones are effective from 7:00 am to 6:00 pm. of all days except Sundays and holidays, pursuant to Section 20-74(a)(4) of the Salinas Municipal Code. After 6:00 pm the green zones are available for general public parking and are not time restricted.

Abbott Street, between Chamberlain Street and Malarin Street, is a four-lane arterial street with on-street bike lanes and on-street parking. The street is approximately 65 feet wide, from curb face to curb face. Parking is generally permitted on both sides of Abbott Street. Currently there are 90-minute parking designations located across 431 Abbott Street at the 400 & 500 block on Abbott Street and Alameda Avenue.

The City’s General Plan Circulation Element calls out for improvements to Abbott Street. The ultimate condition of Abbott Street is planned to have a raised median and the removal of on-street parking. Additionally, Abbott Street is a Focused Growth Overlay District, per Municipal Code Section 37-40.210(a)(4), that promotes mixed-use development that is pedestrian-oriented, compact, active, vital, and safe. The proposed green zones on Abbott Street may need to be removed in the future to be consistent with the City General Plan, and Municipal Code. The applicant has been made aware that the green zones on Abbott Street cannot be guaranteed in the future if the Abbott Street project is deemed necessary.

TRAFFIC AND TRANSPORTATION COMMISSION:

The recommendation of 116 feet of 20-minute green zone designations at 431 Abbott Street was presented to the Traffic and Transportation Commission at its May 11, 2023, meeting. At the meeting, there was a motion to approve staff’s recommendation but did not receive a second. Commissioner Quigley provided an alternative motion to recommend City Council not approve a Resolution establishing a total of 116 feet of 20-minute green zone designations at 431 Abbott Street. The Commission voted on the alternative motion (5-1) to not recommend City Council approve a Resolution establishing a total of 116 feet of 20-minute green zone designations at 431 Abbott Street. Commissioners Gonzalez Reyes, Canseco, Davis, Cox, and Quigley voted in support of the alternative recommendation and Commissioner Hernandez voted against the alternative recommendation.
