DATE: MAY 23, 2023
DEPARTMENT: PUBLIC WORKS, TRAFFIC & TRANSPORTATION DIVISION FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: ANDREW EASTERLING, TRAFFIC ENGINEER
TITLE: MONTE BELLA PHASE 5B STREET SWEEPING SIGNS PLANS RECOMMENDED MOTION:

A motion to approve the street sweeping signs plan for Monte Bella Subdivision Phase 5B.

BACKGROUND:

On June 19, 2018, City Council approved Resolution No. 21418 (Attachment 2) approving the final map for Monte Bella Subdivision Phase 5B, a 71 residential lot subdivision on 11.1 acres of land, located north of Sconberg Parkway between Monte Bella Boulevard and Freedom Parkway.

On December 7, 2021, City Council approved Resolution No. 22259 (Attachment 3) accepting Monte Bella Subdivision Phase 5B public improvements for maintenance and responsibility and acceptance of Etna Circle, Napoli Circle, Marsala Circle, Palermo Drive and Palermo Court into the City’s street system.

The required public improvements for this subdivision consisted of the following:

Installation of public utilities, including water, sanitary sewer, gas, electricity, cable, and telephone services accessible to each designated lot; All necessary storm drain facilities and stormwater mitigation facilities in accordance with the City’s National Pollution Discharge Elimination System (NPDES Permit); Fire hydrants;
Construction of curbs and gutters, sidewalks, curb ramps, pavement, street/traffic signs, pavement markings and street lighting; and Installation of street monumentation, survey monuments for legal lot lines, street trees and landscaping.

Street sweeping signage was installed for every other Monte Bella Subdivision Phases (1, 2, 2B, 3, 4, 5A, 6). The existing street sweeping sign plan was developed after conducting community engagement and receiving input from the community. Residents requested parking restrictions over a two-day period, so that on-street parking was never completely restricted. The current street sweeping program for Monte Bella restricts parking on the 1st and 3rd Monday on one side of the street and the 1st and 3rd Tuesday on the opposite side of the street. Cul-de-sacs have signage indicating where the parking restrictions change. The street sweeping signs plan for Monte Bella Subdivision Phase 5B was prepared to stay consistent with the other portions of Monte Bella.

TRAFFIC AND TRANSPORTATION COMMISSION:

The recommendation for the approval of street sweeping signs plan for Monte Bella Subdivision Phase 5B was presented to the Traffic and Transportation Commission at its May 11, 2023, meeting. The Commission voted (5-0) to recommend City Council to approve a Resolution establishing street sweeping signs plan for Monte Bella Subdivision Phase 5B.

CEQA CONSIDERATION:

The City of Salinas has determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301, Class 1(c)) because the actions consist of operation and minor alteration of an existing City street.

STRATEGIC PLAN INITIATIVE:

The installation of “No Parking” signs for street sweeping supports the City Council’s Strategic Plan Initiative of Infrastructure and Environmental Sustainability. No Parking Street Sweeping signs allow street sweepers to access the curb to remove debris. This improves the appearance of local streets and reduces pollutant run off.

DEPARTMENTAL COORDINATION:

No parking signs for street sweeping are installed and maintained by Public Works staff. Parking enforcement is provided in coordination with a parking enforcement contractor (LAZ) and the Police Department.

FISCAL AND SUSTAINABILITY IMPACT:

There is no impact to the General Fund. The estimated labor and material cost to install the street sweeping signs is $15,890 using the City’s job order contract program. Sufficient funding is available in the Monte Bella Maintenance District CIP 9120.
