SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, May 2, 2023
2:00 P.M.
COMMITTEE MEMBERS PRESENT: Mayor Kimbley Craig, Councilmember Orlando Osornio, and Councilmember Anthony Rocha.
STAFF PRESENT: Assistant City Manager Jim Pia, Director of Finance Mark Roberts, Finance Management Analyst Danielle Clayton, and Finance Management Analyst Abe Pedroza.
Mayor Kimbley Craig called the meeting to order at 2:01 p.m.
1. PUBLIC COMMENT
None.
2. MINUTES
The minutes of the April 4, 2023 meeting were approved by motion of Committee Member Rocha, second by Committee Member Craig.
3. DISCUSSION ITEMS
A. FY 24 Preliminary Budget Update
Director of Finance Mark Roberts delivered a presentation on the preliminary FY 24 operating and capital budgets.
Mr. Roberts detailed revenues by category, expenditures by department, and capital expenditures. All three committee members requested specifics on various projects/programs, along with the timing and next steps of the budget development process. Specifically, the committee members requested an additional review at the June 2023 meeting, in between the 5/23/23 study session and the 6/13/23 City Council adoption meeting. Additionally, committee members requested a list itemizing any changes made between the preliminary and proposed versions of the budget document.

Next meeting is scheduled for Tuesday, June 6, 2023.
