A RESOLUTION OF THE SALINAS CITY COUNCIL APPROVING AN AGREEMENT FOR SERVICES WITH JAYSON F. CARDINALLI, AN INDIVIDUAL DOING BUSINESS AS CLEAN BROTHERS WHEREAS, Homelessness is a serious and ongoing problem in the City of Salinas (City) which requires sustained, strategic support to maintain preservation of public peace, health, and safety of our community; and WHEREAS, unhoused residents may have limited access to facilities that provide and meet basic human sanitation and hygiene needs; and WHEREAS, the Salinas Outreach and Response Team has and continues to monitor and identify locations and encampments where basic sanitation services are needed for unsheltered residents; and WHEREAS, Clean Brothers has provided portable toilets and hand wash stations under current and prior Agreements for Services to the City since the onset of the COVID-19 pandemic in 2020; and WHEREAS, the City intends to utilize Community Development Department Housing and Community Development Division General Fund – Homeless Services Coordination appropriations to fund the proposed Agreement for Services for the term of July 1, 2023 thru June 30, 2024 and an amount not to exceed $118,260; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Salinas hereby authorizes and directs the City Manager or designee, for and on behalf of the City of Salinas, to execute an Agreement for Services with Jayson F. Cardinalli, an individual doing business as Clean Brothers, in an amount not to exceed $118,260 and a term of July 1, 2023 to June 30, 2024.
