RESOLUTION NO. (N.C.S.)
A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF SALINAS AND NATIONAL DEVELOPMENT COUNCIL FOR COMMUNITY AND ECONOMIC DEVELOPMENT CONSULTING SERVICES WHEREAS, the City has contracted with NDC for consultant services on various housing and economic development projects since 2016 such as managing the City’s revolving loan fund, assisting with the implementation of various strategic plan goals and action items such as the Economic Development Element, Chinatown Revitalization Plan, Alisal Vibrancy Plan, and Downtown Vibrancy Plan; and WHEREAS, the City of Salinas wishes to enter into an Agreement for Professional Services with NDC for a term of three years for consulting services in community and economic development,; and WHEREAS, NDC, is a qualified expert in providing technical assistance to government agencies by assisting underserved communities to improve economic opportunities, create housing opportunities, generate and sustaining jobs, and revitalize neighborhoods; and WHEREAS, the City of Salinas determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378); and NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves a Resolution authorizing the City Manager or designee to execute an Agreement for Professional Services between the City of Salinas and NDC for economic consulting services for a three-year term (July 1, 2023, to June 30, 2026) for a total compensation amount not to exceed Two Hundred and Thirty-One Thousand Eight Hundred and Eighteen Dollars ($231,818).
