SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, August 1, 2023
2:00 P.M.
COMMITTEE MEMBERS PRESENT: Mayor Kimbley Craig, Councilmember Orlando Osornio, and Councilmember Anthony Rocha.
STAFF PRESENT: City Manager Steve Carrigan, Assistant City Manager Jim Pia, Human Resources Director Marina Horta-Gallegos, Risk and Benefits Analyst Venissa Rosa, and Finance Management Analyst Abe Pedroza.
Mayor Kimbley Craig called the meeting to order at 2:00 p.m.
1. PUBLIC COMMENT
Yolanda Hayes stated that she appreciated receiving Finance Committee agenda notices from City staff.
2. MINUTES
The minutes of the June 6, 2023 meeting were unanimously approved by motion of Committee Member Osornio, second by Committee Member Rocha.
3. DISCUSSION ITEMS
A. Salinas Plan – Healthcare Cost Containment
Human Resources Director Marina Horta-Gallegos delivered the presentation, noting the item as part of the Salinas Plan to address fiscal sustainability. The City contracts with California Public Employees’ Retirement System (CalPERS) for health care benefits, which determines plan availability, benefi ts, premiums, and co-payments. In 2021, PERS Choice and Care became PERS Platnium and Select became PERS Gold. Ms. Horta-Gallegos detailed a timeline of the annual process, health plans of employees/families, increases in premiums, and additional discussion points on healthcare cost containment, which was budgeted at $14.0M for FY 23- 24 (general funds).
Citing recruitment/retention challenges, Councilmember Anthony Rocha and Mayor Kimbley Craig advocated against increasing employee contributions. Commit tee members and City staff recognized the difficulties in providing adequate healthcare while controlling the rising costs.
