No action required; this item is informational only.

DISCUSSION:

Background
The 2022 Downtown Government Center Memorandum of Understanding (Downtown MOU), provided as Attachment 1 to this report, outlines the agreed approach for the City and County of Monterey to coordinate planning activities for the Government Center and downtown Salinas as provided in the Downtown Vibrancy Plan (DVP) and the commitment of staff and financial resources to undertake identified planning activities. One of the primary areas of coordination and planning is to work collaboratively toward a long-term parking solution including undertaking planning activities to determine the feasibility of a joint use parking facility (Parking Facility).

Parking Facility Planning Activities
Working with Kosmont Companies, City and County staff have evaluated the feasibility of developing and operating an approximately 600 stall Parking Facility to be used by the City, County, and Courts and the potential to support future private development on city-owned surface parking lots. Tasks completed to date include:
assembling existing technical studies,
developing facility scale and massing exhibits,
conducting preliminary financial analysis,
developing scenarios for financing, site and facility ownership, construction, and maintenance and operation, and creating and implementing a community outreach strategy.

The community outreach strategy and implementation summary are provided as Attachment 2 to this report.

Joint City/County Ad Hoc MOU Committee
In 2021 a Joint City/County Ad Hoc MOU Committee was formed to provide direction related to the development and implementation of City/County MOUs, including the Downtown MOU. On September 23, 2022, and May 8, 2023, the Joint City/County Ad Hoc MOU Committee met to receive updates and to provide direction on the Parking Facility analysis prepared. Members of the City-only Ad Hoc Committee also met on November 3, 2022, and March 2, 2023, to receive information and to provide staff direction.

At the October 24, 2023 City Council Meeting, staff and Kosmont Companies will present an update on Parking Facility planning activities and feasibility analysis to date guided by Joint City/County Ad Hoc MOU Committee direction and feedback.

Following is a list of topics to be covered.

Parking Facility Purpose and Benefits
Estimated Capital, Operation and Maintenance Costs
Estimated Financing and Operating Pro Forma
Financial Risks
Potential Next Steps and Timing

FISCAL AND SUSTAINABILITY IMPACT:

Under the terms of the 2022 Downtown MOU, both parties are to contribute equally toward the costs associated with Planning Activities of the Parking Facility for a total amount not to exceed $600,000 ($300,000 each).
