TITLE: NEW TRAFFIC SIGNAL AT EAST ALISAL STREET AND JD ALVARADO CIRCLE (FORMERLY MURPHY STREET), CIP NO. 9094 RECOMMENDED MOTION:
A motion to approve a resolution accepting and effectuating the transfer of maintenance and responsibility for the new traffic signal at East Alisal Street and JD Alvarado Circle (CIP No. 9094) to the City.
BACKGROUND:
At its January 23, 2018 meeting City Council approved a Resolution (No. 21329) adopting a Mitigated Negative Declaration (MND) and related Mitigation Monitoring and Reporting Program (MMRP) for the Salinas Police Services Headquarters. The Traffic Impact Report for the Salinas Police Services Headquarters determined that the new police station would significantly impact the intersection of East Alisal Street and JD Alvarado Circle (formerly Murphy Street). As such, the City committed to mitigating the impact by installing a traffic signal at the intersection of East Alisal Street and JD Alvarado Circle.
The City hired Kimley Horn and Associates to develop the plans and specifications for the project. In general, the project constructed new concrete curbs, gutters, sidewalks, medians and curb ramps, a new traffic signal, lighting, asphalt paving, slurry seal, and striping and signs.
On November 9, 2021, the City Council approved Resolution No. 22239 awarding the New Traffic Signal at East Alisal Street and JD Alvarado Circle project to Bear Electrical Solutions, Inc. in the amount of $736,335.
On August 23, 2022, the City Council approved Contract Change Order No. 2 for the project (Resolution 22460) pursuant to Department Policy 75-1, which requires the Council’s approval when the cumulative total of Contract Change Orders exceeds 10% of the original contract amount. Resolution 22460 also authorized an additional 10% ($73,633.50) for construction contingencies.
On November 15, 2022, the City Council approved Resolution 22513 renaming Murphy Street to JD Alvarado Circle in honor of a fallen Salinas Police Officer.
Due to nationwide manufacturing and supply chain constraints at the time of award, the traffic signal cabinet and pole equipment had a lead time of approximately eight months. Construction commenced on January 23, 2023, and the project was substantially completed on June 7, 2023.
The work has been inspected to meet the requirements of the project plans and specifications, and the project is now complete. The traffic signal is now operational and improves vehicular and pedestrian movements through the intersections of East Alisal Street and JD Alvarado Circle, as well as Prader Street.
Measure X Transportation Safety funds and Measure X Bond funds were used to fund this project The project was completed within the approved budget.
The total construction cost was $818,055.83. Below is a summary of the contract change orders.
