RESOLUTION NO. (N.C.S.)
A RESOLUTION OF THE SALINAS CITY COUNCIL ACCEPTING THE NEW TRAFFIC SIGNAL AT EAST ALISAL STREET AND JD ALVARADO CIRCLE (FORMERLY MURPHY STREET), CIP NO. 9094, FOR MAINTENANCE AND RESPONSIBILITY WHEREAS, on January 23, 2018 the Salinas City Council approved a Resolution No. 21329 adopting a Mitigated Negative Declaration (MND) and related Mitigation Monitoring and Reporting Program (MMRP) for the new Salinas Police Services Headquarters; and WHEREAS, the Traffic Impact Report for the Salinas Police Services Headquarters determined that the new police station would significantly impact the intersection of East Alisal Street and JD Alvarado Circle (formerly Murphy Street), in the cumulative condition; and WHEREAS, the City committed to mitigating the impact to less than significant by installing a traffic signal at the intersection of East Alisal Street and JD Alvarado Circle; and WHEREAS, staff developed the plans and specifications with Kimley Horn and Associates for the New Traffic Signal at East Alisal Street and JD Alvarado Circle Project, CIP 9094; and WHEREAS, the project construction new concrete curbs, gutters, sidewalks, medians and curb ramps, a new traffic signal, lighting, asphalt paving, slurry seal, and striping and signs; and WHEREAS, the City of Salinas has determined that the project is categorically exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301(c), Class 1) because the project proposes to improve the existing roadway intersection, crosswalks, signage, and pavement striping, and the project does not qualify for any of the categorical exemptions found at CEQA Guidelines Sections 15300.2; and WHEREAS, the work has been inspected to meet the requirements of the project plans and specifications; and WHEREAS, the project was substantially completed on June 7, 2023; and WHEREAS, the total construction cost is $818,055.83; and WHEREAS, maintenance for traffic signals is appropriated annually through CIP and operating budgeting.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council accepts and effectuates the transfer of maintenance and responsibility for the New Traffic Signal at East Alisal Street and JD Alvarado Circle, CIP No. 9094.
