RESOLUTION NO. (N.C.S.)
A RESOLUTION REJECTING ALL BIDS FOR THE ON-CALL JOB ORDER CONTRACT FOR SIDEWALK IMPROVEMENTS 2023 WHEREAS, on July 24, 2023, the City published a request for bids for the On-Call Job Order Contract (JOC) for Sidewalk Improvements 2023; and WHEREAS, representatives of the City Clerk of Salinas on August 18, 2023, at a public meeting held via Zoom meeting from City Hall, at Salinas, California, publicly opened, examined, and declared all bids or proposals delivered electronically via the PlanetBids website for the On-Call Job Order Contracts for Sidewalk Improvements 2023 in accordance with the project specifications; and WHEREAS, the City received three (3) bids for the On-Call Job Order Contract for Sidewalk Improvements 2023, from JJR Construction Inc., Hemi’s Landscaping & Concrete Inc., and Coastal Paving & Excavating Inc., with a Total Base Bid of $97,368.00, $98,296.00, and $155,335.00, respectively; and WHEREAS, the three lowest bids submitted are 165%, 167%, and 264% higher than the engineer’s estimate; and WHEREAS, provisions of the project specifications give the City the right to award or reject the base bid or any item(s) within, depending on funding; and WHEREAS, awarding the JOC based on the bid pricing received would severely limit the City’s ability to repair sidewalk.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby rejects all bids received for the On-Call Job Order Contract for Sidewalk Improvements 2023.
