A RESOLUTION APPROIVING A MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF SALINAS AND THE COUNTY OF MONTEREY FOR THE MOBILE CRISIS SERVICES PILOT PROGRAM AND AUTHORIZING THE INTERIM CITY MANAGER TO ENTER INTO THE MOU ON BEHALF OF THE CITY OF SALINAS WHEREAS, the City of Salinas acknowledges the imperative for equity and has actively sought a solution to better serve a specific population within the city through a specialized and equitable behavioral health approach; and WHEREAS, the City of Salinas, in collaboration with the County of Monterey, has reached an MOU to establish the Mobile Crisis Services Pilot, aiming to provide in-person risk and safety assessments, crisis intervention, and follow-up services in the City of Salinas; and WHEREAS, the primary goal of this collaborative effort is to enhance crisis response and intervention services within the City of Salinas, ensuring a more specialized and equitable behavioral health approach to meet the unique needs of the specific population; and WHEREAS, the Mobile Crisis Field Response Team, managed by the County of Monterey and provided by Sierra Mental Wellness Group, will deliver face-to-face crisis response, triage, and stabilization services to individuals and families in the City of Salinas, with the aim of improving community wellness and reducing the need for restrictive services; and WHEREAS, the MOU outlines the procedures for mobile crisis responders, ensuring timely responses, proper documentation, and adherence to service restrictions in specific settings; and WHEREAS, the City commits to an annual payment not to exceed $390,000 to the County of Monterey for program monitoring and execution.
NOW, THEREFORE, BE IT RESOLVED by the Salinas City Council authorizes the Interim City Manager to execute the Memorandum of Understanding (MOU) between the City of Salinas and the County of Monterey for the Mobile Crisis Services Pilot Program in an amount not to exceed $390,000.
