RESOLUTION NO. (N.C.S.)
A RESOLUTION OF THE SALINAS CITY COUNCIL APPROVING THE INSTALLATION OF ALL WAY STOP AT THE INTERSECTIONS OF
FREEDOM PARKWAY AT TUSCANY BOULEVARD AND
SCONBERG PARKWAY AT MONTE BELLA BOULEVARD
WHEREAS, the City received a request to evaluate the intersections of Freedom Parkway & Padova Drive, Freedom Parkway & Tuscany Boulevard, Sconberg Parkway & Monte Bella Boulevard, and Sconberg Parkway & Pavia Way for installation of all way STOPs; and WHEREAS, staff conducted a traffic analysis and determined Freedom Parkway & Tuscany Boulevard and Sconberg Parkway & Monte Bella Boulevard intersections satisfy the quantitative establishment criteria for several hours of the day and the other two intersections do not satisfy any of the quantitative measures; and WHEREAS, the intersections of Freedom Parkway at Tuscany Boulevard and Sconberg Parkway at Monte Bella Boulevard also meet qualitative criteria given their proximity to schools and being identified as areas of concern by parents in the Salinas Safe Routes to School surveys; and WHEREAS, on December 7, 2023, the Traffic and Transportation Commission voted unanimously (5-0) to recommend City Council approve a Resolution approving the All-Way STOP installation at the intersections of Freedom Parkway at Tuscany Boulevard and Sconberg Parkway at Monte Bella Boulevard; and WHEREAS, the City of Salinas has determined that the implementing the parking restrictions is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301, Class 1). The project consists of the operation, repair, or minor alteration of public streets involving no expansion of use. There would be no significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves the installation of all way All-Way STOP at the intersections of Freedom Parkway at Tuscany Boulevard and Sconberg Parkway at Monte Bella Boulevard.
