TITLE: CITYWIDE SIDEWALK REPAIR PROJECT PHASE II, CIP NO. 9720 RECOMMENDED MOTION:

It is recommended that the City Council approve a resolution:

Awarding a contract to JJR Construction, Inc. for the Citywide Sidewalk Repair Project Phase II, CIP No. 9720 in an amount not to exceed $1,688,963.51; and Authorizing the Interim City Manager or designee to approve an additional work contract change orders in an amount not to exceed $400,000.

EXECUTIVE SUMMARY:

The Citywide Sidewalk Repair Project Phase II is a continuation of a multi-year, multi-fund citywide sidewalk repair project funded with remaining ARPA funds and existing CIP funds for sidewalk repairs and American with Disabilities Act (ADA) improvements.

On December 5, 2023, City Council approved Resolution No. 22849, approving plans and specifications for the Citywide Sidewalk Repair Project Phase II, CIP No. 9720 and authorized an invitation to bids. On January 16, 2024, six bids were electronically received and publicly opened and examined via a Zoom meeting, with JJR Construction Inc. being the apparent low, responsible, responsive Bidder in the amount of $1,688,963.51.

BACKGROUND:

The Citywide Sidewalk Repair Project Phase II is a continuation of the City’s effort to repair and/or rehabilitate sidewalks, gutters, curb ramps and driveways that are deteriorated, damaged, in need of repair, and/or make improvements to meet current state or federal ADA requirements. The project scope of work includes but is not limited to removal and replacement of damaged concrete sidewalk, curb and gutter, and driveway approaches; grinding of sidewalk offsets, installation of ADA-compliant pedestrian curb ramps, pruning of tree roots required for concrete repairs, removal of unstable street trees, and planting new street trees where existing conditions are appropriate.

On December 5, 2023, pursuant to Resolution No. 22849, City Council approved plans and specifications for the Citywide Sidewalk Repair Project Phase II and authorized invitation to bids.

On January 16, 2024, six bids were electronically received and publicly opened and examined via Zoom meeting with the following results (see Exhibit A – Bid Tabulation sheet for details).

The engineer’s estimate for the project was based on unit prices of the previous Citywide Sidewalk Repair Project. JJR Construction, Inc., submitted a bid of $1,688,963.51, below the engineer’s estimate.

Based on the bids received, staff recommends awarding the project to the apparent low responsive and responsible bidder JJR Construction, Inc. for their bid of $1,688,963.51. Staff also recommends authorizing the Public Works Director to approve a contract change order for additional sidewalk repair work at the corner addresses for the completed streets of Phase I for an amount not to exceed $400,000.

Construction is anticipated to begin in Spring 2024, weather permitting, and be completed by Fall 2024.

CEQA CONSIDERATION:

The City of Salinas has determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301(c), Class I) because the majority of the work will be maintenance of concrete sidewalks, curb, and gutters.

Furthermore, the project does not qualify for any of the exceptions to the categorical exemptions found at CEQA Guidelines Section 15300.2 as all exceptions do not relate to the project scope of work for this project.

STRATEGIC PLAN INITIATIVE:

This item relates to the Council’s Goal of Infrastructure and Environmental Sustainability and Public Safety by investing in the sidewalk repair program.

DEPARTMENTAL COORDINATION:

The majority of the coordination is within the Public Works Department. The Divisions working together are the Engineering Division and Maintenance (Urban Forestry and Streets Divisions) for updates and coordination on the Sidewalk Repair request list, evaluation of tree roots, and tracking of the trees removed/replaced.
