SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, January 9, 2024
2:00 P.M.
COMMITTEE MEMBERS PRESENT: Councilmember Orlando Osornio and Councilmember Anthony Rocha.
STAFF PRESENT: Interim City Manager Jim Pia, Assistant Finance Director Selina Andrews, Community Development Director Lisa Brinton, Senior Planner Monica Gurmilan, Community Safety Administrator Jose Arreola, Finance Management Analyst Yesenia Nunez, and Senior Finance Management Analyst Abe Pedroza.
Councilmember Anthony Rocha called the meeting to order at 2:05 p.m.

None.
2. MINUTES
The minutes of the October 10, 2023 meeting were approved by motion of Committee Member Osornio , second by Committee Member Rocha.
3. DISCUSSION ITEMS
A. Property Tax Forecast
Assistant Finance Director Selina Andrews delivered the presentation, briefing committee members on the status of FY 23-24 Property Tax revenue, which is the second largest source of revenue for the City and accounts for 22% of General Fund projected revenues.
B. California Welcome Center Update
Community Development Director Lisa Brinton presented a FY 23 -24 quarter one update on the California Welcome Center. In January of 2023, Council approved a 10-year renewal, requiring quarterly reports for the TID passthrough with updated reporting requirements as part of the evaluation process.
C. FY 24-25 Budget Engagement
Community Safety Administrator Jose Arreola detailed staff’s efforts concerning FY 23-24 budget engagement and the plan for FY 24-25, including strategy, logistics, and timeline.
D. Committee Member Reports
None.

Next meeting is scheduled for Tuesday, February 6, 2024.
