SELINA ANDREWS, ASSISTANT FINANCE DIRECTOR
TITLE: ANNUAL BUDGET COMMUNITY SPONSORSHIP POLICY DRAFT RECOMMENDED MOTION:

No motion is required for this item. Staff would like to discuss and receive input/direction from the Finance Committee.

DISCUSSION:

City Council has previously demonstrated its support for sponsorship initiatives that provide a public benefit to people and organizations who live, work, and spend time in Salinas. As part of the FY 23-24 annual budget, City Council appropriated $1,208,500 in community sponsorships. Some of those events include the Airshow, Rodeo, Community Human Services, Salinas Valley Pride, Community Science Workshop, Public Art, Salinas Regional Soccer Complex, and Hartnell College Salinas Valley Promise. Other past contributions include the Big Sur Land Trust, for a City park development sponsorship. As a reminder, some of this sponsorship support is provided as a result of lease agreement language (Rodeo), or the permit process (Airshow).

In an effort to ensure transparency and equal access to government resources, and to appropriately review and manage the volume of requests, the City was directed to establish a process for sponsorship of events or programs. Staff has been working to develop a policy and procedures outlining a process and has an initial draft available for review. The intent of bringing this item forward is to discuss and receive input/direction from the Finance Committee for the purpose of finalizing this policy so that it may be implemented in the FY 24-25 budget development process. As a final reminder, this process is always limited by the City’s Fiscal Year resources available and appropriate in any given budget year. Further, due to the City’s continuing and serious cost obligations with health care, workers’ compensation and pension obligation costs, this discretionary program will always be limited. This is the case because the City must focus and remain responsible for all of the above financial obligations, which remain significant cost drivers.
