A RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF SALINAS AND CAROLLO ENGINEERS FOR GRANT REPORTING, DOCUMENTATION, PLAN REVIEW, AND PERMITTING ASSISTANCE AND AUTHORIZING THE INTERIM CITY MANAGER TO ENTER INTO THE AGREEMENT ON BEHALF OF THE CITY WHEREAS, the City of Salinas has been awarded a State Water Resources Control Board (State Water Board) Proposition 1 Storm Water Grant for improvements at the Industrial Wastewater Treatment Facility and Treatment Plant 1 site, namely the Salinas Project to Enhance Regional Stormwater Supply; and WHEREAS, on March 30, 2021, City Council authorized the City Manager to execute an agreement with the State Water Board on behalf of the City and on October 31, 2022, Stormwater Grant Agreement No. D2112160 was executed with an award amount of $8,799,154; and WHEREAS, on August 22, 2023, City Council approved an agreement with Carollo Engineers for Grant Reporting and CEQA assistance; and WHEREAS, City staff needs to extend and expand the agreement to include funding support, permitting, and technical oversight; and WHEREAS, the amount of reporting to be completed within a committed time frame required by State Water Board requires that a consultant be engaged quickly in order stay on schedule; and WHEREAS, staff recommends sole source award of this work to Carollo Engineers, Inc. as no other consulting entity is currently as familiar with the City’s needs and challenges associated with this effort.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SALINAS, that the agreement between the City of Salinas and Carollo Engineers, Inc. to provide professional services related to grant reporting and CEQA assistance in the amount of $219,900 is hereby approved; and BE IT FURTHER RESOLVED that the Interim City Manager is hereby authorized to execute an Agreement for Professional Services with Carollo Engineers, Inc., a Delaware Corporation in an amount not to exceed $219,900; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute extensions and/or non-substantive modifications to the Agreement, as necessary.
