Dear Salinas Business/Property Owners,

As part of the Visión Salinas 2040 General Plan Update, the City is updating its Land Use Element. Land use is part of the General Plan that describes what you can build and what activities can be carried out on a piece of land, such as residential, commercial, industrial, parks, mixed use, etc. The purpose of the Land Use Element is to align the built environment with the community’s long‐range goals for the future. This update is intended to make land use more flexible and will help accommodate Salinas’ projected growth. Based on our records, your land use designation may be changing.

What does this mean?
 Some areas of the City will become open to new uses and development opportunities.  Existing businesses will be allowed to continue. Some may become ‘legal non‐conforming’ if that use is not allowed under the new designation.
 Legal non‐conforming businesses can continue to operate normally unless the property owner decides to change the use or if the use stops for more than 180 days, in which case the previous non‐conforming use cannot resume. However, as part of the General Plan update the City is also exploring establishing new policies that would offer increased flexibility for legal non‐conforming businesses to continue to operate.

Land Use Vs Zoning
Land use is a broader category set by the General Plan, and the Zoning Code is the tool used to implement the General Plan. The Zoning Code sets more detailed regulations, including building heights, setbacks, and specific uses.

The Zoning Code is a separate document that will be updated after the new General Plan is adopted.

Next Steps
 Winter/Spring 2024: Continue public engagement
 Summer 2024: Release public draft for review
 Late 2024: Adopt new General Plan

For more information:

City staff will

For more information:
