SALINAS CITY COUNCIL
RESOLUTION NO. 2024 - ______
Resolution approving the 2023 General Plan Annual Progress Report and authorizing its submittal to the State of California Department of Housing and Community Development and the Governor’s Office of Planning and Research WHEREAS, the City of Salinas (City) adopted the Salinas General Plan in 2002; and WHEREAS, as of 2019, Section 65400 of the California Government Code requires the City to file an annual report addressing the status of the General Plan progress made toward implementing its goals and policies; and WHEREAS, a General Plan Annual Progress Report for 2023 (GP APR) was prepared and must be submitted to the Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR) by April 1, 2024; and WHEREAS, on February 27, 2024, the Housing and Land Use Committee received a presentation on the GP APR and recommended City Council document acceptance and submittal to the state; and WHEREAS, on March 6, 2024, the Planning Commission approved a resolution recommending acceptance and authorization of submittal of the GP APR; and WHEREAS, on March 19, 2024, the City Council held a public meeting to review the 2023 General Plan Annual Progress Report and confirmed that the 2023 General Plan Annual Progress Report accurately reflects the City’s progress in implementing the goals and policies of the 2002 General Plan; and WHEREAS, the acceptance of the General Plan Annual Progress Report is not a project as defined by CEQA Guidelines Section 15378 and, therefore, no environmental assessment is required; and NOW, THEREFORE, BE IT RESOLVED BY THE SALINAS CITY COUNCIL that the 2023 General Plan Annual Progress Report accurately reflects the City’s progress in implementing the 2002 Salinas General Plan; and BE IT FURTHER RESOLVED that the Salinas City Council accepts the General Plan 2023 Annual Progress Report and directs staff to submit the subject document to the State of California Department of Housing and Community Development and the Governor’s Office of Research as required by statute.
