A RESOLUTION AUTHORIZING INTERIM CITY MANAGER TO EXECUTE A MEMORAMDUM (MOU) OF UNDERSTANDING WITH THE BIG SUR LAND TRUST (BSLT) FOR THE CARR LAKE PARK PROJECT WHEREAS, the City of Salinas and BSLT have been working toward the development of a park and open space area within Carr Lake since 2008; and WHEREAS, since 2017 the BSLT has been planning, designing, permitting and fundraising in for a two-phase park development project, with the goal of the entire 73-acre property to be owned and managed by the City of Salinas as a public park; and WHEREAS, BSLT and City staff have drafted an MOU for the purpose of coordinating and memorializing the planning, ownership and long-term management of the Carr Lake Park Project; and WHEREAS, the MOU details the roles and responsibilities of each party, as well as the plans to transfer to the City each phase of the park once construction is complete; and WHEREAS, once each phase of the park is transferred to the City, the City will be responsible for management and maintenance of the park and the park facilities as required under various grant agreements.
NOW THEREFORE, BE IT RESOLVED BY THE SALINAS CITY COUNCIL that the Memorandum of Understanding (MOU) with the Big Sur Land Trust for the Carr Lake Park Project is hereby approved; and BE IT FURTHER RESOLVED that the Interim City Manager is hereby authorized to enter into the MOU on behalf of the City of Salinas.
