DATE: MARCH 19, 2024
DEPARTMENT: FINANCE DEPARTMENT
FROM: SELINA ANDREWS, ASSISTANT FINANCE DIRECTOR
BY: CARLOS ORTEGA, INFORMATION SYSTEMS MANAGER
TITLE: PURCHASE OF NETWORK SYSTEMS SOFTWARE
RECOMMENDED MOTION:

A motion to approve a resolution authorizing the Interim City Manager and the Purchasing Agent to purchase and approve the installation of network systems software from Cadence Inc., in an amount not to exceed $38,000.

EXECUTIVE SUMMARY:

The City of Salinas continues to update its network security systems as recommended in the 2022 Information Technology Master Plan (IT Master Plan). The Finance Department is requesting authorization to move forward with the purchase of software and configuration services from Cadence Inc. to further improve access and availability to technology resources for staff.

BACKGROUND:

The current resolution is the second step to a prior resolution in May of 2023 to procure network hardware to facilitate secure access to technology resources for City staff. The 2022 IT Master Plan identified and recommended the upgrade of the existing system components to improve security and access to technology resources. The purchase of the proposed software and configuration services will help meet the recommendation.

The City of Salinas contracts with Cadence Inc. for network support services. Cadence Inc. worked with staff for the initial phase of this initiative and is the only qualified vendor to perform the work.

Detailed information related to the actual services are sensitive. Report details are limited to ensure the integrity of City technology systems.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

This request supports the City Council’s Strategic Goals and Strategies of Effective and Culturally Responsive Government, by ensuring that the information systems can support City programs, projects, and City services for the community.

DEPARTMENTAL COORDINATION:

This staff report has been coordinated with the City Manager’s Office and the City Attorney’s Office.

FISCAL AND SUSTAINABILITY IMPACT:

Funding for this purchase was approved through the FY 23-24 annual budget process and is available and appropriated in 1000.20.2033.
