RESOLUTION NO. (N.C.S.)
A RESOLUTION APPROVING MASTER SERVICE AGREEMENTS BETWEEN THE CITY OF SALINAS AND SMITH & ENRIGHT LANDSCAPING, INC. AND WEST COAST ARBORISTS, INC. FOR TREE MAINTENANCE AND ON-CALL SERVICES WHEREAS, the Public Works Department has identified the need to utilize on-call contractors to perform various tree maintenance services; and WHEREAS, in February 2024, the City of Salinas engaged in a Request for Bids process to identify contractors with the requisite qualifications to provide Tree Maintenance and On-Call Services; and WHEREAS, on March 15, 2024, Public Works staff received bids from 4 contractors; and WHEREAS, Public Works evaluation committee reviewed each bid and determined the lowest qualified responsive contractors based on evaluation criteria; and WHEREAS, the award of projects to the selected contractors will be based on contractor availability.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council approves two (2) Master Service Agreements: one between the City of Salinas and Smith and Enright Landscaping, Inc. and one between the City of Salinas and West Coast Arborists, Inc. to provide Tree Maintenance and On-Call Services related to various Salinas Public Works projects and emergency work for a “Maximum” yearly contract value of $1,500,000 each; and BE IT FURTHER RESOLVED that the Interim City Manager is hereby authorized to enter into the Master Services Agreements on behalf of the City; and BE IT FURTHER RESOLVED that the Public Works Director or their designee is hereby authorized to approve contract change orders up to $50,000 if needed, provided the contractor is at all times throughout the term thereof, in compliance with the terms and conditions of the Master Service Agreement approved through this Resolution.
