SALINAS CITY COUNCIL FINANCE COMMITTEE
Tuesday, February 6, 2024
2:00 P.M.
COMMITTEE MEMBERS PRESENT: Mayor Kimbley Craig, Councilmember Orlando Osornio, and Councilmember Anthony Rocha.
STAFF PRESENT: Interim City Manager Jim Pia, Library and Community Services Director Kristan Lundquist, Human Resources Director Marina Horta-Gallegos, Assistant Finance Director Selina Andrews, Finance Management Analyst Yesenia Nunez, and Senior Finance Management Analyst Abe Pedroza.
Mayor Kimbley Craig called the meeting to order at 2:01 p.m.
1. PUBLIC COMMENT
None.
2. MINUTES
The minutes of the January 9, 2024 meeting were unanimously approved by motion of Committee Member Osornio, second by Committee Member Rocha.
3. DISCUSSION ITEMS
A. Potential Extension of Measure G Sunset Date
Assistant Finance Director Selina Andrews introduced the topic, detailing background information, financial impact, and a projected structural deficit in the General Funds given a sunsetting of Measure G and the significant revenues produced by the transaction and use tax. Committee members were supportive of extending Measure G and recommended staff consult with the entire Council prior to conducting the next steps, including polling, in preparation of the item being included in the next election.
B. Annual Budget Community Sponsorship Policy Draft
Assistant Finance Director Selina Andrews introduced the topic, detailing background information, FY 23- 24 contributions, and a draft policy of annual budget community sponsorships. Committee members were supportive of developing a transparent and equitable sponsorship policy, providing specific recommendations. The committee also suggested that potential sponsorships be reviewed by the Finance Committee prior to inclusion in the annual budget for discussion and vote by the full Council.
