RESOLUTION NO. 22050 (N.C.S.)
RESOLUTION APPROVING THE DIRECT PURCHASE OF THE MBIS
MULTIMODAL EXPERT WORKSTATION FROM IDEMIA
WHEREAS, the Police Service of Salinas currently operates one of two Automated Fingerprint Identification Systems (AFIS) that service the local agencies in Monterey County; and
WHEREAS, the current AFIS system requires replacement as it is more than eleven years old and has experienced numerous system failures; and
WHEREAS, the Police Service desires to maintain consistency in equipment and processes by purchasing the same fingerprint processing equipment as the Monterey County Sheriff’s Department, which has the only other AFIS system in the County; and
WHEREAS, funding to supp ort the purchase of IDEMIA’s MBIS Multimodal Expert Workstation currently exists in CIP 5800.40.9129 - CSI Equipment; and
WHEREAS, the City Council can approve this purchase pursuant to Salinas Municipal Code Section 12 -27 (exception to low -bid based competition) in contracting for equipment, materials, supplies and services and pursuant to Salinas Municipal Code 12 -28.080 (exception to local purchasing preference).
NOW, THEREFORE, BE IT RESOLVED the Salinas City Council hereby authorizes the direct purchase of the MBIS Multimodal Expert Workstation from IDEMIA for a total cost of $39,000.
