DATE: MAY 7, 2024
DEPARTMENT: FIRE
FROM: SAMUEL P. KLEMEK, FIRE CHIEF
TITLE: FIRE ENGINE AND AERIAL LADDER TRUCK PURCHASE
RECOMMENDED MOTION:

It is recommended that the City Council approve a resolution:

Authorizing the direct purchase of one (1) fire engine and one (1) aerial ladder truck from Golden State Fire Apparatus, Inc. for a total not to exceed $2,945,094.88.

EXECUTIVE SUMMARY:

The Salinas Fire Department (SFD) has been working diligently to bring our fleet into a state of good repair aligning with best practices for maintaining fire apparatus and vehicle replacement. To achieve this goal, the SFD needs to purchase one fire engine and one aerial ladder truck at this time. In FY 24, Council appropriated $2,825,000 for apparatus replacement. The total cost to replace one engine and one aerial truck is $2,945,094.88. To complete the purchase, the Fire Department will utilize an additional $120,094.88 from CIP 5800.45.9540-66.5500. Considering budget constraints and manufacturing lead time, this order will consist of one engine and one aerial ladder truck.

BACKGROUND:

Fire Engine 5, stationed at Rider Fire Station and serving East Salinas, has logged approximately 100,000 miles, while Aerial Ladder Truck 1, serving the South Salinas community from W. Alisal Fire Station, has around 72,000 miles on it. Currently, the lead time for delivery is 48 months for engines and 50 months for aerial ladder trucks. Due to manufacturer availability and pandemic-related backlogs, if ordered in FY 2023/24, these apparatuses wouldn't be placed in service until early 2029.

However, by then, both Fire Engine 5 and Aerial Ladder Truck 1 will have surpassed their front-line life, exceeding both departmental and NFPA recommendations by three years. Delivery is expected approximately four years from the order date.

The total purchase price to $2,945,094.88.

These engines are being purchased via the HGAC Buy program, contract #FS12-19. The HGAC Buy program is a purchasing cooperative that offers competitively bid apparatus and equipment to government entities throughout the nation.

CEQA CONSIDERATION:

Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

This report supports the Council’s Strategic Plan Objective of Public Safety.

DEPARTMENTAL COORDINATION:

The Fire Department will collaborate with City Attorney to ensure all contracts comply with applicable laws and ordinances and with the finance division to ensure adherence to City of Salinas procurement policies.

FISCAL AND SUSTAINABILITY IMPACT:

In FY 2023/24, Council appropriated $2,825,000 in CIP 9210 funds for apparatus replacement. However, with costs rising, ordering one engine and one truck totals $2,945,094.88. To complete the purchase, the Fire Department will utilize an additional $120,094.88 from CIP 5800.45.9540-66.5500.
