TITLE: COMPACT UTILITY TRACTOR AND VERTICUTTER-SEEDER PURCHASE RECOMMENDED MOTION:
A motion to approve a resolution authorizing the Interim City Manager to execute the purchase of one (1) 2024 John Deere 2025R Compact Utility Tractor, (1) Verticutter-Seeder and allow for a 10% contingency for a total amount not to exceed $56,532.
EXECUTIVE SUMMARY:
The Fleet Division of the Public Works Department working in conjunction with the Recreation-Park Division of the Library and Community Services Department have identified funding to purchase one (1) 2023 John Deere Compat Utility Tractor and (1) Verticutter-Seeder to be added to the Park Maintenance fleet. The Tractor will be used daily by Park Maintenance staff to perform work in the City of Salinas parks. Given current inventory challenges, and the immediate action required to successfully purchase the available vehicle, we are asking for authorization to purchase the one (1) Tractor from Deere & Company, (1) Verticutter Seeder from Land Pride using Sourcewell state bid quotes and allow for a 10% contingency for any price increase due to market volatility in an amount not to exceed $56,532.
BACKGROUND:
Compact utility tractors have a reputation for being the “multi-tool” of equipment, as these machines can be transformed, using an array of attachments, to tackle just about any task. The Park Maintenance team doesn’t currently have a compact utility tractor making it challenging to efficiently address some of the day-to-day functions like moving dirt, tree bark, sand, and mulch. The included backhoe attachment will greatly increase the efficiency of irrigation mainline repairs while reducing the chances of injury by hand digging. Additionally, the tractor can be used to operate the grooming implement that is necessary for the maintenance of our new synthetic soccer field. A Verticutter-Seeder will allow the Park Maintenance team to properly tackle turf renovation projects as well as quickly repairing damage as a result of vandalism and vehicles driving on turf.
The Public Works Fleet, in conjunction with the Recreation-Park Division, selected the John Deere due to fleet consistency ensuring that we have quick repair and maintenance turnaround. RDO, a local dealership, has provided the Sourcewell State Bid quote John Deere 2025R compact utility tractor at $32,960.22. This includes a backhoe attachment and a bucket attachment. Land Pride has also provided a Sourcewell State Bid quote for the Verticutter-Seeder at $17,917.75.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The requested Council action directly relates to Council’s Strategic Plans or Goals of providing “Infrastructure and Environmental Sustainability”. The purchase of these items will allow the Recreation-Park Division to address day-to-day functions more efficiently.
DEPARTMENTAL COORDINATION:
The Recreation-Park Division in coordination with Fleet Maintenance had a meeting to discuss the needs of the Department. We concluded that the vehicle and attachments in this report meet both the needs of the Recreation-Park Division, as well as the requirements of the Fleet Maintenance Division. The Finance Department will coordinate the purchase and title change.
FISCAL AND SUSTAINABILITY IMPACT:
Funding is available and appropriated in 1200.55.5238. Ongoing operating costs are subject to appropriation.
