RESOLUTION NO.____________(N.C.S.)
A RESOLUTION ACCEPTING THE FINDINGS OF THE 2023 PAVEMENT MANAGEMENT PROGRAM UPDATE AND APPROVING
THE PAVEMENT MANAGEMENT AND STREET SELECTION POLICY
WHEREAS, in March 2021, the Pavement Management Program update report was presented to City Council and, WHEREAS, findings from said report revealed a $1.1 billion dollar pavement replacement value and $169 million in deferred roadway pavement maintenance; and, WHEREAS, an updated roadway assessment was completed in the summer of 2023. This assessment indicated an overall average Pavement Condition Index of 53; and, WHEREAS, the Pavement Management and Street Selection Policy creates an efficient, defined and repeatable process for prioritizing streets for pavement maintenance; and WHEREAS, the Pavement Management and Street Selection Policy was presented before Council on February 20, 2024. Council recommended review of the policy the Finance Committee; and WHEREAS, the Finance Committee at its April 9, 2024 meeting recommended approval of the policy requesting that the policy also incorporate social and health factors for residential streets; and WHEREAS, the policy incorporates curb accessibility, canopy tree cover, Disadvantaged Communities and poverty as social factors. These factors take into account social and environmental factors which may contribute to quality of life. The factors will be applied on a districtwide basis to residential streets in both phases of prioritization to adjust the overall District score; and WHEREAS, addressing allocation of funds for Residential Streets in a two-phase approach provides for a more equitable distribution of funds that will equalize pavement condition through all districts; and WHEREAS, staff has determined that the proposed policy is not a project as defined by the California Environmental Quality Act (CEQA Guidelines Section 15378).
NOW, THEREFORE, BE IT RESOLVED BY THE SALINAS CITY COUNCIL that the findings of the 2023 Pavement Management Program Update Draft Report are accepted; and BE IT FURTHER RESOLVED that Pavement Management and Street Selection Policy is hereby approved.
