TITLE: 2024-2025 RESTRIPING PRIORITIZATION LIST
RECOMMENDED MOTION:
A motion to approve the 2024-2025 Restriping Prioritization List.
EXECUTIVE SUMMARY:
City staff has surveyed major and minor arterial roads where pavement markings and lines are faded and require restriping. The number of roads that require restriping exceed the City’s budgeted resources. Therefore, there is a need to prioritize restriping. Staff recommends approval of the 2024-2025 Restriping Prioritization List.
BACKGROUND:
Most thermoplastic pavement markings have an upper limit life expectancy of (six) 6 to (nine) 9 years depending on weather and traffic conditions. Typically, pavement markings are replaced whenever roadways are resurfaced, which should occur at a similar frequency. However, the City has not been able to perform pavement maintenance within this timeframe and some streets now have faded pavement markings. Staff have surveyed striping conditions on all major and minor arterial roads as well as reviewed requests for restriping received from the public. The number of roads in need of restriping exceeds the City’s budgeted resources. Therefore, there is a need to prioritize restriping.
The City’s street maintenance crews can perform minor restriping work, but the City does not have the equipment nor workforce for large restriping projects and must contract the work out. On October 22, 2019, the City awarded an On-Call Services for Traffic Control Devices Contract to Chrisp Company via Resolution No. 21722. Based on this contract the estimated cost to restripe a road can vary between approximately $6 to $28 per linear feet (LF) depending on the number of lanes and legends on any given roadway.
As of February 29, 2024, service requests for 16 road segments have been received. In addition, City staff has surveyed and identified 30 road segments in need of restriping. Based on the on-call services contract pricing, staff estimates the total cost to restripe all the deficient facilities is approximately $2.4 million. Restriping budget for FY 24-25 is estimated at $300,000, of which $250,000 are allocated towards improvements. In addition, staff anticipates a carryover of approximately $82,000 in the account from FY 23-24. Staff estimates the City can restripe at least (five) 5 segments within the requested budget depending on the length and complexity of the individual restriping segments. Additionally, staff recommends retaining $30,000 in the account, to allow staff to respond to smaller service requests, such as crosswalks, through the end of the fiscal year.
The City has no established prioritization policy for restriping. Staff recommends the 2024-2025 Restriping Prioritization List based on staff’s opinion of need and budgetary constraints. As an example, with a small two-lane, two-way road, centerlines are not always required based on the Manual on Uniform Traffic Control Devices (MUTCD), and the City’s standard for pavement markings. Previously, the City had installed centerlines on Maple Street, Rider Avenue, Schilling Place, Villa Street, and Ambrose Road, possibly as a traffic calming measure. However, these roads do not require centerline markings based on their use. Consequently, with limited funding, staff recommends these roads to be prioritized last. In addition, restriping requests for Old Stage Road have been received, staff also recommends this road be prioritized last since it will be part of the 2024 Pavement Management Project.
Along with the restriping list, included are photographs of the roadways’ current pavement markings conditions (Attachment 1). Table 1 below is the proposed 2024-2025 Restriping Prioritization List. Table 2 provides some relevant traffic data used for consideration. Once the first projects are completed and final costs are known, staff will work on the next highest scoring projects, based on available funding, until the budget is depleted. If the next highest priority project cannot be completed with the remaining funds, but other lower priority projects can be completed with the remaining funds, staff will move forward with the lower priority project to maximize the use of available funds.
