There are two police vehicles listed to be disposed of as scrap. These vehicles have severe mechanical issues and have already been scheduled for replacement. Parts that have some use will be removed to be used on other vehicles as needed. In doing this, we estimate to have approximately six to seven thousand dollars in parts that we will likely use on future repairs. We will take these vehicles to A&S metals afterwards and get scrap value for the chassis and receive a certificate of destruction.

Vehicle 32 has a blown engine and is due for replacement this upcoming fiscal year. The vehicle isn’t worth the cost of the repair. For these reasons were asking for permission to dispose of this vehicle at auction. The other 2 vehicles have already been replaced. They will be sold at auction.

John Steinbeck Library has requested disposal of an old leather couch and a throw rug carpet. Fleet staff picked these items up and will be adding them to the auction.

Facilities replaced their old Rockwell plainer and Craftsman drill press with safer and more efficient machines. These older machines will be sold at auction. There is left over roofing foam from the city hall roofing project. There is no use anywhere else in the city. This leftover foam materials will be sold at auction.

Community Development has 3 RV trailers that were donated by the State of California during covid to house homeless people. They are currently vacant, and the interiors are damaged beyond reasonable repair. These will be sold at auction.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

DEPARTMENT COORDINATION:

Disposal of surplus property requires staff time from Finance Purchasing Division, Police Department Vehicle Maintenance and Administration Divisions, Fire Department Vehicle Maintenance and Public Works Vehicle Maintenance Division.

Vehicle maintenance personnel must remove City equipment and decals from the vehicles. Public Works Vehicle Maintenance Division makes minor repairs on the vehicles to get them operational for better sale value. Fleet Maintenance coordinates and lists the sale with the auction companies.

STRATEGIC PLAN INITIATIVE:

Disposing of vehicles and equipment not suitable for City use supports City Council goals of “Operational Efficiencies”.

FISCAL AND SUSTAINABILITY IMPACT:

The sale of the identified surplus should generate approximately $15,000 to $20,000 in revenue.
