TITLE: ENVISIO SOLUTIONS, INC. PUBLIC DASHBOARD SOFTWARE ANNUAL SUBSCRIPTION RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the Interim City Manager to execute the annual subscription agreement with Envision Solutions, Inc. (Envisio) for an amount not to exceed $31,500 for a 1-year subscription to the Envisio public dashboard software, licenses, and online support services (Attachment 2).
EXECUTIVE SUMMARY:
In 2022, the City entered into an agreement with Envisio following selection of Envisio as the most qualified vendor through the Request for Qualifications (RFQ) process. The goal of acquiring this platform was to obtain a software that would provide the necessary tools for the creation of public dashboards and data management. The first dashboards were launched in May 2024, and the Community Relations Manager will continue working with departments to identify and create additional project dashboards. Continued subscription provides us access to the licenses and software required to maintain them and create new ones.
BACKGROUND:
The City Manager’s Office in coordination with the Public Works GIS Division (GIS) has been working to improve communication and transparency as it relates to the progress of projects and initiatives. In December 2021, the City released an RFQ for a Performance Management Tracking & Reporting Platform to improve efficient, innovative, accessible, and transparent access to data while driving continuous improvement and public engagement. Envisio was selected as the most qualified respondent and GIS began working with departments to identify Key Performance Indicators (KPIs) that could be shared through the dashboards. In March 2022, the City Council approved a mid-year budget appropriation for the acquisition of the Envisio software to create the public dashboards.
In May 2024, the City announced the launch of the first two dashboards – Alisal Vibrancy Plan Implementation Dashboard and American Rescue Plan Act (ARPA) Dashboard.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Because the proposed action and this matter have no potential to cause any effect on the environment, or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378, this matter is not a project. Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project. Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.
STRATEGIC PLAN INITIATIVE:
Continued subscription to Envisio aligns with the following Strategic Plan Goals:
Economic Development through the Alisal Vibrancy Plan implementation dashboard and promotion of the City’s continued investment in Salinas Effective and Culturally Responsive Government by providing data to the community through the public dashboards to support informed community engagement using data and filling a technology gap for our residents DEPARTMENTAL COORDINATION:
Coordination for usage and management of the Envisio software includes Administration, Community Development – Advanced Planning & Project Implementation Division, Finance – Information Systems, Legal, and Public Works – GIS.
FISCAL AND SUSTAINABILITY IMPACT:
Funding for this agreement has been budgeted and appropriated and will be paid through the General Fund (1000.12.1111 – Administration/City Manager).
