A RESOLUTION OF THE SALINAS CITY COUNCIL
APPROVING THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FY 2024-2025 ANNUAL ACTION PLAN AND AUTHORIZING SUBMITTAL TO HUD WHEREAS, the City of Salinas (City) receives and administers United States Department of Housing and Urban Development (HUD) entitlement Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grants (ESG) program funding; and WHEREAS, the City is currently operating under its approved HUD Fiscal Year (FY) 2020-2024 Consolidated Plan (Con Plan) covering the period of July 1, 2020, through June 30, 2025, which sets forth a five-year strategic plan for addressing identified needs within the context of HUD entitlement CDBG, HOME and ESG funding; and WHEREAS, the FY 2024-2025 Annual Action Plan (AAP) describes proposed activities, projects, programs and funding amounts to be implemented with HUD CDBG, HOME and ESG funds; and WHEREAS, the City relied on the robust public participation and consultation for the creation of the existing Alisal Vibrancy Plan, Chinatown Revitalization Plan and the Parks, Rec & Libraries Master Plan to self-direct HUD’s CDBG and ESG funds; and WHEREAS, the City has a continuous open application for HOME related projects, but no projects were proposed by affordable housing developers; and WHEREAS, per the City’s HUD Citizen Participation Plan (CPP), the draft FY 2024-2025 AAP is available for public review and comment for a minimum thirty (30) day period from April 13, 2024, to May 14, 2024; and WHEREAS, the Housing and Land Use Committee held a meeting on April 30, 2024, to obtain further comments on the draft FY 2024-2025 AAP and unanimously recommended the proposed AAP move forward to the City Council for final consideration; and WHEREAS, the City Council held a duly noticed public hearing on May 14, 2024 to obtain further comments on the draft FY 2024-2025 AAP; and WHEREAS, the City will take appropriate action to incorporate any necessary modifications to its FY 2024-2025 AAP based upon community feedback received within the comment period and final HUD allocation prior to submissions to HUD; and WHEREAS, the City must submit a FY 2024-2025 AAP to HUD for approval by August 16, 2024 in order to remain eligible to receive CDBG, HOME and ESG entitlement funding; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Salinas that it hereby approves the FY 2024-2025 AAP submittals to HUD, authorizes the Interim City Manager to incorporate any necessary modifications to the approved plan based upon community feedback and final HUD allocation prior to the submission, and authorizes the Mayor or designee, for and on behalf of the City, to execute any related agreements, contracts, certifications, and related documents implementing the funding allocations set forth in the AAP.
