A RESOLUTION OF THE CITY OF SALINAS CITY COUNCIL AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT PERMANENT LOCAL HOUSING ALLOCATION PROGRAM AND 5-YEAR PLAN AMENDMENT WHEREAS, in May 2021, the California Department of Housing and Community Development (HCD) approved the City’s Permanent Local Housing Allocation (PLHA) program 5-Year Plan (Plan) with a potential award of $6,041,082 for the five-year period; and WHEREAS, the City of Salinas (City) is an eligible local government that can apply for the PLHA Program to administer one or more eligible activities; and WHEREAS, HCD may approve funding allocations for PLHA Program, subject to the terms and conditions of the Guidelines, NOFA, Program requirements, the Standard Agreement and other contracts between HCD and PLHA grant recipients; and WHEREAS, the City has submitted applications for the first three years of NOFAs and has been awarded $1,006,846 for year one (2019), $1,564,592 for year two (2020), and $1,722,182 for year three (2021) to advance affordable housing development, facilitate ADU production, and expand homeless services assistance; and WHEREAS, the City intends to submit an annual PLHA application to request its fourth year allocation in the amount of $863,162 to the HCD; and WHEREAS, the City intends to amend its 5-Year Plan to reallocate allocated percentages of funds among selected eligible actives for years four and five to recognize and fulfill the City’s prior commitment to the homeless service assistance projects and to continue the commitment of funding towards the development of low-income multifamily rental units; and WHEREAS, HCD requires a 10-day comment period for the amendment and the City published a notice on April 26, 2024 in the Herald newspaper with a public comment period ending on May 14, 2024; and WHEREAS, The City’s Housing and Land Use Committee received a presentation and reviewed this item on April 30, 2024.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the City to submit its fourth year allocation application PLHA funds to HCD; and BE IT FURTHER RESOLVED that the City Council hereby authorizes City to submit the City’s Amended 5-Year Plan to HCD for review and approval and it represents and certifies that it will use all such funds in a manner consistent and in compliance with all applicable state and federal statutes, rules, regulations, and laws, including without limitation all rules and laws regarding the PLHA Program, as well as any and all contracts the City may have with HCD as outlined in the State Resolution; and BE IT FURTHER RESOVLED that the City Council hereby authorizes the appropriation of PLHA funds to General Ledger account fund SB2 (2951); and BE IT FURTHER RESOLVED that the City Council hereby authorizes the Interim City Manager or designee to execute all applicable agreements.
