APPLICANT QUESTIONNAIRE
Please print or type. If you need more space, attach a separate sheet.

1. What qualifies you to serve on the Salinas City Council? I am a district 3 homeowner/resident and registered voter concerned about my city. I have had past experience writing grants, managing programs, and publicly speaking/advocating. I have worked with diverse populations (including English Language Learners). I have my master's degree in Bilingual Multicultural Education.

I retired from Alisal USD; my prior experience includes teaching in a Native American community in AZ. I now work with SUMB as a Clinical Coach supervising nine student teachers in three local districts (including Salinas ESD and Alisal USD).

I have prior public speaking experience advocating for causes at the local and state levels. I have also worked as a tv news reporter and understand confidentiality.

2. What are your top three priorities for the City of Salinas?

1. Build an inclusive, collaborative, democratic culture within the city council that welcomes citizen participation and emphasizes rebuilding trust through transparency.

2. Balance the budget without cutting out essentials, such as public safety. Ensure that Measure E & G and any other funding sources are utilized for the best interests of the city. Find new streams of revenue through new business growth and possible grants.

3. Ensure that Salinas is a great, safe place for all to live, with a clean environment and public services; including well-maintained streets, libraries, parks, and recreational centers for youth and seniors. Address the heeds of the homeless,

3. Why should you be appointed to serve on the Salinas City Council? I care deeply about the state of our city. I want the citizens of my district to be represented fairly by someone willing to listen to the constiuency then speak out as needed and vote on their behalf. (My mother, longtime active Salinas resident Marlys Maher, taught me the value of civic participation.) I believe I have the education, skills and character necessary for this job. I understand Robert's Rules of Order, take effective notes while listening, and have practice speaking within a limited time frame. Plus, I I am willing to alter my current part-time work schedule as needed to prioritize council obligations. I vould quit my after-school position with Jump into Math that conflicts with me attending 4:00 meetings lost of my work for CSUMB is part-time Monday-Thursday in the mornings, so it shouldn't conflict. Plus it is a contractual agreement semester to semester.

This application is a public record and will be included with the applicable City Council materials and may be posted on the City of Salinas website. Thank you for your interest in serving on the Salinas City Council.

CITY OF SALINAS RECEIVED
MAY 0 2 2024

1. What qualifies you to serve on the Salinas City Council? CITY CLERK I am deeply interested in and passionate about the recently advertised City Council Position for District 3. With my unwavering commitment to community development and my burning passion for public service, 1 am sincerely enthusiastic about the opportunity to contribute to the betterment of our city as a councilmember. I am eager to bring my unique skills and life experiences to bear in working toward a more vibrant and prosperous city.

My career and volunteer work have been marked by unique experiences that have shaped me in the areas of leadership, collaboration, and dedication. From my role as a teacher and teacher in charge to coaching basketball and flag football, I have consistently striven to improve the lives of those around me. My skills in community engagement, connecting with students, and creating positive relationships have been honed in the unique context of Salinas. If 1 am so fortunate as to serve as a city councilmember, those skills will be invaluable in serving the needs and interests of our community.

Furthermore, my degrees and background in education have equipped me with a solid understanding of the kind of leadership that is essential for effective governance. I know well what an impact a leader can have on an organization, a city, or a nation.

My experience in understanding the students, parents, and community not only qualifies me but also gives me the ability to meet the needs of multiple competing interests. My education and doctoral research focused on the impact of the leadership attributes of personal temperament, concern for the collective interest, resilience, and moral purpose, especially during turbulent times. As a leader, I understand how crucial personal temperament is and how it influences the people one leads to control their own temperaments and perform more effectively.

Understanding how our emotions influence the way we lead, and impact others based on the reaction and decisions we make as leaders helps me and qualifies me to be able to serve in the City Council of Salinas. Making decisions when not in the right personal temperament not only influences and impacts myself, but thousands of residents in Salinas.

Moreover, concern for the collective interest is essential because, as elected or appointed leaders, it's not about us; it's all about the team in this case, the community. When the future U.S. President Lyndon Baines Johnson taught math and history to middle-school students in Cotulla, Texas, he saw an impoverished Mexican American community and a school with no lunch facilities, school buses, playground equipment, or sports equipment. With his first month's paycheck, Johnson took it upon himself to buy equipment and other school supplies. While working there, he continued investing his salary toward his students' learning environment because he knew that supporting the students the collective interest-was paramount.

Another personal attribute that I have is resilience. As a first-generation college and doctoral graduate, I faced plenty of challenges, from losing loved ones to being told I couldn't make it, but I had to overcome that. Any great leader needs to be resilient, just like Theodore Roosevelt, who experienced challenges such as losing his mother and wife on the same day; it didn't stop him from continuing his political path and serving there as an exemplary leader. My own resilience helps me and qualifies me as a leader.

I am particularly drawn to educational issues and policymaking. I am eager to leverage my skills and experience to help shape policies and programs that promote equity, sustainability, and prosperity for all Salinas residents.

1. What are your top three priorities for the City of Salinas? My top three priorities for the City of Salinas are the following:

Safety: The first and foremost important priority is safety; just like any school, a city needs to be as safe as possible so the community can prosper. As an educator, I know how safety plays a significant role in mental health, especially among people who witness and experience trauma that leads to major educational and cognitive issues. Safety in Salinas means having the proper resources to fund our emergency personnel (police, firefighters, paramedics) and hiring adequate leaders to lead those emergency personnel to exemplary work. If a person feels safe in their community, they can take pride in their city and move about in it without fear. That is why the number one priority is safety; it impacts our mental health and well-being like nothing else.

Understanding The Community's Needs: The second most important priority is understanding the community's needs, just as a teacher needs to understand the needs of the students. If a student comes into third grade unable to read, I teach him the foundational skills and meet his needs to make sure he can succeed in future grades. That is why my second priority is meeting the community's needs-ordinary but essential things like adequate street lighting or pothole repairs. I plan to go out and meet regularly with the residents of Salinas in order to support and meet the community's needs. Each neighborhood is unique, but no neighborhood is less worthy than another of having its needs met. As I did with my students, I want to give the community of Salinas what it needs to succeed in the future.

Budget: My third and perhaps most important priority is a balanced budget. Balancing a budget is key to having the financial resources necessary for new projects and regular maintenance to meet the community's needs and prevent future costs. Preventative maintenance, in particular, will be a key priority as it is the best way to save the city from having to pay for larger, more costly repairs in the future. The budget has the power to make a city successful or make it go bankrupt; that is why the budget is a priority.

1. Why should you be appointed to serve on the Salinas City Council? I should be appointed because I have lived in Salinas, from East Salinas to South Salinas, for 35 years. I know the city on a personal level from teaching its children, and I understand how to connect with the community and meet its needs. It is not about me; it is about the community we serve by setting aside our self-interest for the betterment of others. That is why I should be appointed to serve on the City Council. I understand that a good leader creates opportunities for others, helping the whole community thrive and grow. That is what I want to do, and why I should be appointed to serve.

I have also worked with nonprofits in Monterey County around education and improving the City of Salinas as a whole. My goal to serve on the City Council is to help improve the infrastructure, promote more programs for younger people to participate in throughout the city as well as create more tourist attractions to get more people to visit our beautiful city. I want to serve to help make Salinas a wonderful place to live and make it great!

APPLICANT QUESTIONNAIRE
Please print or type. If you need more space, attach a separate sheet.

1. What qualifies you to serve on the Salinas City Council? I have been considering running for city council for several years, I believe Mr. McShane's resignation has opened an opportunity for me to do so.

I've lived in District 3 for thirty years and have had good relationships with every neighbor l've had. I have an ability to voice my opinion in a thoughtful way and respect those around me. It takes a person ho appreciates the city and wants to help. A person who also realizes you are not always going to lease everyone. I'm that person. The city has some big issues a head of it and with my financia experience as well as being successfully self employed for more than 23 yrs, I feel I can contribute a unique view point at times.

As a Residential Real Estate Appraiser I learn what impacts value and and what doesn't, I've been a full time appraiser for over 38 years.

2. What are your top three priorities for the City of Salinas? Street conditions - Something as simple as fresh clean streets can be an enticement for businesses to come to Salinas. Restoring our streets will help to promote safety and pride back into our communities. Our streets need to be a priority, as waiting only creates more cost.

Police - filling the 29 officers needed to propertly patrol the city.

Homeless - There are programs within the city for the homeless we must evaluate what is working and what is not. For things that are working how can we increase the positive impact to the homeless community. The three things needed; Shelter, Food, Services. Lets create;A Tiny home community, Safe, Clean, with services.

3. Why should you be appointed to serve on the Salinas City Council? I believe we all want the best for our city, our friends and our neighbors. I want to help our city grow and become even more prosperous, by helping to meet the needs of our citizens as well as maintaining a balanced budget.

As an interim council member, I believe I can be a part of a smooth transition to the November 5th election. The city needs someone who has lived in District 3 and understands it's needs. I can help to represent District 3 effectively in the interim.

Thirty years of living in District 3 gives me a solid understanding of the needs of this district and the city at large.

This application is a public record and will be included with the applicable City Council materials and may be posted on the City of Salinas website. Thank you for your interest in serving on the Salinas City Council.

APPLICANT QUESTIONNAIRE
Please print or type. If you need more space, attach a separate sheet.

1. What qualifies you to serve on the Salinas City Council? I have consistently been active in the betterment of the Salinas Community since being appointed to the CHISPA and the CHIMI Board circa 1996 and have been consitently active in Downtown improvements since circa 2010 having served on the Oldtown Salinas Association board and most recently the SCCIA board. I have professionally been employed working on regulatory permitting with local government since 1984 (goning, general plan, etc.). I work to achieve consensus when serving in the numerous volunteer capacities over the past 39 years. I am at ease with complex reviews and analysis for the projects I have worked on.

I would also note I was a candidate for District 3 in 2006, having garnered 37% of the vote against the incumbent at that time and ran again in a four-way race in 2010. When my wife and I could afford to buy our first house, we chose Salinas as the community we wanted to live in. I love Salinas and want to see the best for our City.

2. What are your top three priorities for the City of Salinas?

1. Promoting a business friendly City to attract employers and jobs. This goal centers on the ability of new businesses to obtain permits and licenses in a timely manner to improve turn-around for tenant improvements and new construction.

2. Creating opportunities for new housing units. This includes affordable units and ADU's along with adaptive reuse of vacant buildings and property.

3. Expanding cultural and social events to serve our City's residents that would provide safe venues and activities to engage our youth and adults in a wide range of activities (music, culture, dance, art) for after school and on the weekends.

3. Why should you be appointed to serve on the Salinas City Council? In my many years of volunteer service on Boards, I have developed the ability to work with a wide range of individuals and personalities to meet the common goals of a wide variety of organizations. I have been involved in fairly complex regulatory matters and understand the intracacies of working in a public setting and the public participation associated with governmental functions.

As a result of my professional work, I also understand the environment that front line staff work in and have empathy to the stresses that workloads manifest themselves in. I beleive I am well-balanced in my approach to listening and working with people.

This application is a public record and will be included with the applicable City Council materials and may be posted on the City of Salinas website. Thank you for your interest in serving on the Salinas City Council.

1. What qualifies you to serve on the Salinas City Council? 1 am a University of California graduate and I have post-graduate university training in Technical Writing and Computer Science. I have been an educator for many years, and I am an author of a book about Education Policy, which I self published in 2018.

The book outlines perspective lesson plans for substitute teachers and talks briefly about policies on the Central Coast that affect teachers, students and parents.

I have been active in the community by going to Salinas City Council meetings, Monterey County Board of Supervisor meetings and have voluteered for a number of causes for youth in the city.

2. What are your top three priorities for the City of Salinas? 1) I want the city to be transparent and accountable to the constituents. I want constituents to feel as if they are being heard and that all their questions regarding city government are addressed appropriately. 2) I want a clear set of priorities to be established that are realistic and in keeping with the budget. I want there to be fiscal responsibility so that the city can be solvent, but I also want pressing issues like affordable housing, homelessness, high educational standards, and historic preservation to be at the forefront. I also want the fair and equitable distribution of capital improvement funds, and to make sure those improvements are realized in a timely manner.
3) I want a law enforcement department that is accountable, paid appropriately, and properly trained to keep the community safe. I want to see a reduction in crime in Salinas each year and not an increase.

3. Why should you be appointed to serve on the Salinas City Council? I should be appointed to the city council because I am an active participant at City Council Meetings. I am an active participant at Board of Supervisor meetings, too. 1 go into the community and volunteer my time and expertise for the good of the community. I want people to be treated fairly and for all the good that comes from city to be shared with everyone, not just a select few. I have been an advocate for historic preservation and projects that will beautify the city. I want to see the money for the homeless go to the homeless so they can end their difficult living situation. I want a real plan for curbing drug addition and violent crime in Salinas. I don't expect remuneration and I'm not in it for the status of being a government official, but to be an advocate for the good of the community. I was recently appointed to the Salinas Historic Resources Board.

APPLICANT QUESTIONNAIRE
Please print or type. If you need more space, attach a separate sheet.

1. What qualifies you to serve on the Salinas City Council? First, I am a resident and voter who lives in the city of Salinas, District 3. Second, 1 ran for Salinas City Council, District 3 in 2022 and received about 3000 votes of about 7000 votes cast. Third, I am on Measure G for the city of Salinas, and I am on the Housing Advisory Committee for the County. Measure G allows me to understand the needs of the community, and more specifically the need to repair our streets and sidewalks. Serving on the Housing Advisory Committee allows me to understand the housing needs of our community members. Fourth, I am very involved in our community through several service organizations and boards. I have been a Steinbeck Rotarian since 2011 and I am a past president. I served on the Meals on Wheels of the Salinas Valley board for 2 years. Fifth, I am a small business owner in the education field. I work with many Salinas school districts, families, and other small businesses. Finally, I want to make it clear that I can represent all residents of Salinas as I own a condo in Washington State, I am landlord, I am a renter in South Salinas, I am a small business owner with 8 employees, I am an employee at Hartnell Community College, and I am a union member.

2. What are your top three priorities for the City of Salinas? When i ran for Salinas City Council, District 3 in 2022, I knocked on hundreds of doors and learned what was most important to the residents of District 3. Almost everyone I spoke to wants their sidewalks fixed and the streets repaired. The disrepair of streets and sidewalks in District 3 is embarrassing and unacceptable. We must make quality repairs, so our streets and sidewalks are the pride of our district.

The next priority is communication and transparency from our city council. Most residents I spoke with want their elected Salinas City Council Member to communicate with them, which means having community meetings and responding to phone calls, text messages and emails. Finally, residents of District 3 want to be safe and live comfortably in affordable housing. We need to make sure that all residents feel safe in their house and neighborhood. Feeling safe includes police presence, reduction of homelessness and the ability for young families to raise their families in District 3.

3. Why should you be appointed to serve on the Salinas City Council? I should be appointed to the Salinas City Council, District 3 because I ran for the seat in 2022 and earned about 3000 votes. Though I lost, I learned that serving on Salinas City Council is NOT about me; it is about the residents of District 3. Residents of District 3 are very generous, and they listened to me, and I listened to them. If appointed, 1 fully understand that my job is to represent the residents of District

3. 1 must listen to their needs and communicate what I can and cannot do for us. It is also my job to empower District 3 residents to advocate for themselves. I am a person who gathers data, listens to all sides, and then makes the best decisions for the community. I am a person of action; I will work with the residents of District 3 to accomplish our goals for Salinas. Finally, together with the residents of District 3 we will bring people together to make everyone proud of Salinas. You have my word that I will work with the current City Council, Mayor, and City employees to ensure District 3 residents live in a district that they are proud to call home.

This application is a public record and will be included with the applicable City Council materials and may be posted on the City of Salinas website. Thank you for your interest in serving on the Salinas City Council.
