ON-CALL MANAGEMENT PLAN APPROACH
Managing services for “on-call” contracts are unique in that they do not have defined schedules. The CM consultant must be flexible to provide part-time and/or full-time services as deemed necessary. 4LEAF has the depth of resources and flexibility required to perform CM services on short-, medium-, and long-term projects.
Our construction managers and inspectors come from diverse backgrounds and possess varying formal education degrees and certifications and on-the-job training, so they are qualified to perform a wide variety of services for a wide range of projects. These attributes allow our sta ff to be able to work on multiple part-time assignments concurrently.
As your consultant, we understand that our role is to be an advocate on behalf of the City and represent the City’s best interests. 4LEAF’s team will function as an extension of City staff, seamlessly integrating with the personnel and practices established by the City while adding the expertise, which 4LEAF can uniquely offer. 4LEAF will provide on-call or project specific construction representation with staffing requirements varying with respect to each project’s needs. 4LEAF staff can work day and/or swing shifts, holidays, and weekends depending on each project’s schedule. 4LEAF can respond effectively in times of crisis and adapt to the needs of each project.
Having worked with many public agencies and private owners, we know how to accomplish the roles of construction managers and inspectors on projects of all sizes, durations, and complexities from conception to completion. We realize it is not an easy task. Pr ocedures must be followed and documentation must be maintained in order to properly document and close out a project. We are not satisfied with just knowing how to do our job; we want to continue to improve our efficien cy. 4LEAF is dedicated to improving the effectiveness of our methodology which will assist you in achieving your goals.
We understand the fiscal challenges of the current economy and the need to do more with less. We make every effort to achieve cost savings throug h solid project management. We offer the flexibility and cost savings in a project schedule by deploying staff when you need them, and our staff can perform multiple roles. With more than 20+ years of providing on-call CM and inspection services, one challenge has always been to provide staff to projects without a lapse in scheduling or employment. To accomplish this mission, 4LEAF must have local and qualified staff available to accommodate a project’s peaks and valleys, as well as illnesses and planned absences. 4LEAF has been successful meeting this challenge for two primary reasons:

Progress Reports
We will submit a monthly Budget Analysis Report with our monthly invoice. These reports will be updated monthly, submitted to the City’s designated Project Manager, and reviewed in a monthly update meeting, if necessary. The frequency of reporting/meeting and content of each report will be discussed in detail with City staff following contract award. The general content of the report is outlined as follows:
Original Budget Amount
Percent Complete
Percent Expended
Percent of Project Completed
Amount Invoiced to Date
Remaining Budget to Date
Pertinent Comments

On-Call Work Order Process
Once a notice to proceed is issued, our proposed Contract Manager will meet with the City’s designated Contract Manager to discuss the nature and proposed scope of serv ices required and the project schedule. We will then assign staff with the appropriate experience and qualifications required to meet the specific needs of the project.
Status Updates
Keeping the City informed of project/contract status is as important as physically doing the work. As such, 4LEAF will keep the City’s designated Project Manager appris ed of project status through regular progress and budget reporting. While work is under way, 4LEAF will communica te regularly with the City to monitor progress. 4LEAF will perform periodic audits to ensure our team is follo wing both the City’s and our procedures and that we are meeting your expectations.
If requested by the City, we will submit weekly written progress reports which will include percentage of work completed, number and amount of change orders, update on the budget of the project, daily logs, statement of working days, photographs of work, etc. We have learned that an essential component of our service is the ability to engage in direct and candid discussions. No one wants to be the “bearer of bad news,” however; 4LEAF believes that our role as a consultant is to present all informat ion and data so that our client can make an informed decision.

FEDERAL FUNDING EXPERIENCE
4LEAF has managed projects with various public and private funding sources. Specific funding sources, particularly those associated with federal funds, require attention to detail and specific documentation and record keeping measures to meet the needs of the funding source. Caltrans funding and documentation procedures follow the Caltrans Local Assistance Procedures Manual (LAPM). We understand federally funded projects must comply with mandated Equal Employment Opportunity (EEO), Disadvantaged Business Enterprise (DBE), and labor compliance requirements. We understand the importance of pr eparing “audit-proof” documentation and filling out the project review checklists completely, so if an audit does occur, we have the proper documentation to answer any audit question.
