Rancho Cañada Village Project Second Revised EIR
Carmel Valley, California
Rincon prepared a Second Revised EIR for the Rancho Cañada Village residential development in Carmel Valley.
The original EIR was prepared by another firm and certified in 2016; upon certification, the Board of Supervisors approved an alternative to the proposed 281- unit project, a 130-unit project that was included in the 2016 EIR as an alternative analyzed at an equal level of detail. The Carmel Valley Association filed a lawsuit challenging the certification of the 2016 EIR and approval of the 130-unit project, among other things. The Monterey Superior Court issued a Peremptory Writ of Mandate commanding the County to set aside the certification of the 2016 EIR and address two legal inadequacies in the 2016 EIR: inaccurate project description and an insufficient range of alternatives.
Rincon was selected by the County to prepare a Second Revised EIR to comply with the court’s decision and guidance. This work effort entailed removing the 281 -unit project and framing the 130 -unit alternative as the proposed project, updating relevant back ground information, and preparing a new alternatives section. The Second Revised Final EIR was certified by the Board of Supervisors in July 2021.

“I wanted to offer my highest praise for Rincon's performance on the FORTAG trail EIR for the Transportation Agency for Monterey County. We gave them a compressed time frame to conduct all of the environmental studies, draft the EIR, support all of our outreach efforts, and lead us to certification of both CEQA and NEPA documents within one year for a 28 -mile trail spanning four cities, a university, Caltrans, State Parks, and Monterey County; through an airport, agricultural fields, future development sites, and local and regional parks. The trail setting had a diversity of sensitive habitats with deep scrutiny from Coastal Commission, Fish & Wildlife, Fort Ord National Monument, Native Plant Society, passionate advocacy groups, and multiple regulatory agencies. Everyone at Rincon stepped up and delivered on time and within budget. This was a Herculean effort that paid off in a huge way. The Transportation Agency is grateful for their commitment to our project and for delivering an exceptional work product. We will definitively hire Rincon for future projects, especially the most difficult ones.”

Project Manager, City of Morgan Hill – Cochrane Commons Phase II Subsequent EIR, Santa Clara County Katherine served as project manager for a Subsequent EIR (SEIR) pursuant to CEQA Guidelines Section 15162 on the Cochrane Commons Project, for which an EIR was previously prepared in 2005. The project involved construction of Phase II of the Cochrane Commons development on the undeveloped site adjacent to the completed Phase I. The Phase II project differed from what was originally proposed in the Phase II that was analyzed in the 2005 EIR. The project analyzed in the SEIR consisted of 498 residential units, consisting of a mix of homes, townhomes, condos, and apartments; 135,000 square feet of retail space; a 140-room hotel; and amending the zoning and General Plan designation to Mixed Use Flex (MUF) for the Phase II development area. The project also inclu ded preparation of a Water Supply Assessment and VMT analysis in a traffic impact study, and covered impact areas including greenhouse gas, tribal cultural resources, and wildfire, which were added to the CEQA Guidelines Appendix G checklist after the 2005 EIR was completed.
Project Manager, MidPen Housing – 1178 Sonora Court Affordable Housing EA, Sunnyvale Katherine managed preparation of an EA for this project, analyzing the demolition of an existing commercial structure and subsequent construction, of a seven -story affordable housing residential building on the project site.
Katherine coordinated preparation of a noise study, as the project noise environment included nearby Lawrence Station Caltrain activity and vehicular traffic from Lawrence Expressway, and a Section 106 cultural resources study, to support the EA.
Project Manager, Alameda-Contra Costa (AC) Transit – East Bay Bus Rapid Transit Northern Layover CEQA/NEPA Re-Evaluation, Oakland
Rincon prepared CEQA and NEPA environmental documentation to support a Section 130c report following Federal Transit Administration for changes to the previously approved East Bay Bus Rapid Transit Project in accordance with supplemental documentation procedures. Changes to the approved project included construction of a Northern Layover Terminal that would repurpose one existing southbound lane on San Pablo Avenue to create a bus only lane with a layover area that could accommodate up to three buses. The l ayover area included a bus operator restroom and bus pads to be located along San Pablo Avenue between West Grand Avenue and 20th Street within the City of Oakland. As part of the project, the existing bike lane on San Pablo Avenue was shifted west out of the layover zone between the bus lane and curb to reduce potential conflicts between buses and cyclists. Katherine served as the Project Manager overseeing the determination of environmental impacts of the project, including in-person records review at AC Transit headquarters of past environmental documentation for the project. Rincon’s work also involved preparation of an Initial Site Assessment to assess potential or known hazardous materials impacts and an Archaeological Survey Report Addendum to assess potential archaeological impacts, as well as a memo summarizing whether changes to the project would require any further action under CEQA.
Project Manager, Tenderloin Neighborhood Development Corporation – 2550 Irving Street Housing Project Environmental Assessment (EA), City of San Francisco (San Francisco Mayor’s Office of Housing and Community Development)
Katherine was the project manager for the EA for the first affordable housing development in the Outer Sunset neighborhood of San Francisco. Project consisted of a 90 -unit development with on-site social services offices and a family childcare unit. Coordinated pre paration of an EA and Section 106 -compliant cultural resources technical study pursuant to the provisions of the Programmatic Agreement by and among the City and County of San Francisco, the California State Historic Preservation Officer, and the Advisory Council on Historic Preservation, including analysis of the project site and 15 surrounding historic -age properties within the project’s area of potential effects.
Based on the reasonable presumption that archaeological resources may be present within the project site, MOHCD and the SHPO executed a project-specific Programmatic Agreement that outlines the procedures and methodology that MOHCD will use to avoid any potentially significant adverse effect from the proposed project on potential buried historic properties. Responded to public comments regarding hazardous materials contamination in the project vicinity, and the project was successfully awarded its Authority to Use Grant Funding (AUGF) from the US Department of Housing and Urban Development (HUD).

Director-in-Charge, City of Clovis – Herndon Avenue Road Widening Project, Clovis Alex is overseeing natural resources permitting with CDFW, RWQCB, USACE, and USFWS for a road widening along Herndon Avenue. The project improves the existing roadway to a 6 -lane divided arterial between Temperance Avenue and Coventry Avenue which then transitions to a 4-lane divided arterial between Coventry Avenue and Locan Avenue, along with associated auxiliary improvements. The project was on hold for a few years and Alex has led re - engagement with the design team and preparation of permit amendments to support design changes, most notably those affecting roadside wetlands. The project requires mitigation for wetland and vernal pool fairy shrimp and Alex is supporting the team in determining a mitigation strategy that simplifies the agency approval process and reduces costs.
Regulatory Specialist, City of Livermore – Stream Maintenance Program, Livermore The City of Livermore developed a Stream Maintenance Program (SMP) to provide an efficient and organized approach to stream maintenance, comply with all relevant environmental regulations, and maintain flood capacity while enhancing natural resources. The SMP describes management and maintenance activities that will occur in flood control channels and natural creeks within the SMP area and establishes programmatic guidance to conduct maintenance activities. Maintenance activities include bridge and culvert replacement and maintenance, bank stabilization, and vegetation management. Alex assisted in obtaining the programmatic permits from the USACE, Water Board, CDFW, and USFWS. During implementation, he prepared the first Annual Notice of Proposed Work to the regulatory agencies to allow various SMP activities to proceed at 14 locations throughout the City.
Project Manager/Regulatory Specialist, Peninsula Corridor JPB – Peninsula Corridor Electrification Project, San Francisco, San Mateo, and Santa Clara Counties
The project involved installation of electrification infrastructure (overhead contact system and supporting foundations) for 51 miles within the Caltrain corridor between San Francisco and San Jose. As project manager, Alex was responsible for supporting permitting efforts to obtain authorizations from the USACE, USFWS, RWQCB, CDFW, and BCDC. The project alignment intersected over 20 creeks via bridges and box culverts and impacted trackside wetlands, including tidal salt marsh, and riparian habitat. Alex supported preparation of the permit applications and led consultations with the resource agencies. Following permit issuance and during construction, Alex provided environmental oversight of the project’s compliance with the CEQA MMRP and permit conditions.
