COUNTY OF MONTEREY CONTRACT PLANNING SERVICES
DD&A maintains an on -call contract with the County of Monterey to provide contract planning and environmental services. DD&A has processed over 40 land use applications for individual development projects in the Coastal and Inland Planning Areas. As part of this contract, DD&A processed a variety of land use applications, including coastal development permits, residential subdivisions, lot line adjustments, commercial subdivisions, combined development permits, Williamson Act projects, use permits, and other entitlements. DD&A provides application review for completeness as well as consistency with Monterey County Title 19 (Subdivision Ordinance), Title 20 (Coastal Implementation Plan), Title 21 (Inland Areas), and other County regulations as applicable. This experience include s processing applications for a variety of projects including oil facilities, lot line adjustments, installation of erosion control for private residences, agricultural processing facilities, County ordinances, and residential subdivisi ons. DD&A’s services have included review for each project working directly with County staff and coordinating with the applicant regarding project completeness. Additional services have included site visits, coordinating with other County Departments to solicit input/comments on application s, preparing project -level CEQA documentation, and preparing staff reports and related findings/resolutions.

Most recently a s part of our on -call contract with the County of Monterey, DD&A is currently providing services to the County Housing and Community Development
Department for the East Garrison Specific Plan
Amendment Project. The East Garrison Specific Plan was
originally approved in 2005 as the primary plan governing development of “Track Zero” on the Former Fort Ord. The approved East Garrison Specific Plan included a three (3) - phase development consisting of 1,470 residential units; a maximum 75,000 square feet (“sf”) of commercial space; open space and parks; reuse of historic buildings; and artistic uses. A fourth Town Center phase was anticipated to be developed in tandem with the other three (3) phases. Development of the East Garrison community was slowed due to economic issues associated with the recession in 2008 and other obstacles. To date Phase 1, the majority of Phase 2, and portions of Phase 3 of the development outlined in the East Garrison Specific Plan have been constructed.

The current East Garrison developer is seeking changes to the adopted East Garrison Specific Plan due to changes in market conditions and a shift in consumer spending away from in -person retail. The proposed revisions include changes to the approved unit types and locations, a 45,000-sf reduction in the maximum amount of proposed commercial space, and an overall 16 -unit reduction of residential units. DD&A prepared a third addendum to the adopted Subsequent Environmental Impact Report (“SEIR”) for the East Garrison Project to analyze potential increased impacts as a result of the changes to the adopted Specific Plan. DD&A worked closely with County staff to ensure that the SEIR Addendum correctly captured the nuances of the proposed changes and potential impacts while working towards completion of all deliverables on an accelerated timeline. In addition, DD&A prepared the staff report, resolution, and other

attachments for public hearings at the County Planning Commission and Board of Supervisors. The project was recommended by the Planning Commission on April 10, 2024, and is due to be considered by the Board of Supervisors at the upcoming meeting on June 11, 2024.

SURF! BUS RAPID TRANSIT PROJECT
The Monterey -Salinas Transit (MST) District, through our contract with Kimley-Horn & Associates, retained DD&A to provide CEQA and NEPA environmental services for the MST SURF! Busway and Bus Rapid Transit Project. The MST SURF! Busway and Bus Rapid Transit Project consists of approximately six linear miles of r oadway improvements between MST’s Marina Transit Exchange (northern terminus) in Marina, and Contra Costa Street and Orange Avenue in Sand City (ultimate southern terminus) in order to provide dedicated express busway service. The project is within the Transportation Agency of Monterey (TAMC) Monterey Branch Line rail corridor right of way (ROW) in Monterey County.

DD&A provided various deliverables for the project, including an evaluation of the project’s consistency with relevant local, regional, and state land use plans and policies, including applicable coastal plans. DD&A also conducted the necessary biological surveys and prepared the Biological Resources Assessment for the project.

Mitigation measures were identified to reduce potential impacts to natural resources and special -status species as well as comply with the Fort Ord Habitat Management Plan (HMP) and other related documents and incorporated into the EIR for the project. In addition, DD&A also provided NEPA compliant Environmental Justice analysis and Section 4(f) analysis to assess potential impacts to cultural and historic resources, air quality, and environmental justice (marginalized) communities. DD&A provided the biological evaluation to facilitate Section 7 compliance with the federal Endangered Species Act. DD&A is currently assisting MST in acquiring the final coastal development permits from the California Coastal Commission, City of Marina, and City of Sand City, and coordinating with local entities to locate appropriate mitigation sites and perform restoration requirements.

MADISON STREET SEASONAL EMPLOYEE HOUSING
DD&A was contracted to provide environmental documentation for the Madison Street Seasonal Employee Housing project located just outside the City of Salinas in unincorporated Monterey County, and the County served as the CEQA Lead Agency for this project. The project proposed to construct residential facilities for seasonal agricultural workers allowed into the U.S. on temporary work visas. DD&A had previously provided

an IS/MND for the property for a previous project knowledge of specific site constraints, local land issues, and potential environmental impacts. The CEQA analysis examined the impacts posed by the new proposed development according to the most recent update of the CEQA checklist and identified mitigation to reduce the impacts to a less than significant level. Specific CEQA areas addressed in -depth within the IS/MND included
cultural/tribal resources, traffic, aesthetics, and hydrology. One of the major issues associated with the project was the potential increase in runoff, which could adversely affect existing drainage systems.

DD&A worked closely with the County of Monterey to produce the IS/MND, frequently communicating with staff to ensure that the IS/MND adequately addressed the potential environmental impacts related to the project. DD&A has a policy of closely communicating with the lead agency for each project in order to help streamline the environmental process and avoid errors/omissions in environmental documentation to avoid litigation.

CALIFORNIA CENTRAL COAST VETERAN’S CEMETERY
Under contract to the State of California Department of General Services (DGS) and with the cooperation of the
California Department of Veterans Affairs (CalVet) and the U.S. Department of Veterans Affairs (USDVA), DD&A
prepared a combined Environmental Im pact
Report/Environmental Assessment (EIR/EA) for Phase II
and buildout under the 2015 Master Plan for the Central Coast California Veterans Cemetery (CCCVC). The NEPA
component of this project was required due to federal
funding from USDVA. The EIR/EA addressed both CEQA and
NEPA requirements for the project and offered a detailed description of the overlaps and distinctions of the two environmental frameworks.

DD&A worked with DGS to perform public outreach services, conducting broad public noticing for the project, Native American tribal consultation, and facilitating several community workshops throughout the environmental process. DD&A prepared the supporting technical documentation to facilitate Section 7 consultation under the Federal Endangered Species Act and Section 106 consultation under the National Historic Preservation Act. DD&A assisted DGS with preparing responses to comments for the many comments received during the public review period for the Draft EIR/EA; the majority of the comments received on the Draft EIR/EA were supportive of the CCCVC project. DD&A prepared the Final EIR/EA and Mitigation Monitoring and Reporting Plan (MMRP) for the project, the Finding of No Significant Impact (FONSI) required for NEPA, and the Notice of Determination required by CEQA. The project was approved by DGS, acting as the CEQA lead agency, and also received approval from USDVA as NEPA lead agency.

DD&A provided on- site construction monitoring for Phase II of the CCCVC. No litigation was filed in opposition to the project.

550 AND 644 PIERCY ROAD INDUSTRIAL DEVELOPMENTS
DD&A prepared the CEQA documentation for two adjacent industrial development projects located at 550 Piercy and 644 Piercy Road. Two separate project applications were proposed for Site Development Permits to allow the construction of industrial developments on the two sites. Both projects included common amenity areas, internal roadways, loading docks, parking, and acc ess driveways. The exact uses of the proposed buildings on both sites were not yet determined but assumed to be industrial distribution, manufacturing, and/or research & development.

A Phase I Environmental Assessment (ESA) was completed
for each project site. These studies included property
history, site inspection and regulatory database search, and hazardous materials conditions. Soils at the project site were determined to show trace elements of naturally occurring asbestos (NOA). Preparation and
implementation of an Asbestos Dust Mitigation Plan (ADMP) for submittal to the BAAQMD was presented as mitigation to avoid impacts related to NOA.

Noise evaluations were completed for each project based on field measurements, the City’s noise and vibration standards set forth in the General Plan, and the Federal Highway Administration Roadway Construction Noise Model. A cumulative noise analysis was prepared to consider impacts from the simultaneous development of both Piercy projects.

Transportation analyses were completed for each project based on the CEQA metric of daily vehicle miles traveled (VMT). Traffic calming measures and other access improvements were identified in the IS/MNDs, based on consultation with City’s Department of Public Works, to avoid VMT impacts.

DD&A prepared a Final IS/MND for each project with formal responses to comments received. The comments questioned the analysis in the IS/MNDs, and the responses documented that none of the comments presented new information or presented substantial evidence supporting a fair argument that the project would result in significant unavoidable impacts requiring an EIR. The IS/MNDs were adopted and the projects approved in October and November 2023.

STRADA VERDE INNOVATION PARK PROJECT
The County of San Benito selected DD&A to serve as the environmental consultant for the Strada Verde Innovation Park Project (“SVIP Project”) . The SVIP Project site is located in unincorporated San Benito County on a site that the County previously considered as part of the El Rancho San Benito Specific Plan Project. Specifically, the SVIP Project is on an approximately 2,777 -acre triangular site located 2.5 miles southeast of the US Highway 101 and SR 25 interchange. The SVIP Project consisted of an application for a General Plan Amendment, Specific Plan, and a Development Agreement to allow the creation of a new automotive research and development campus and business center . At maximum build -out, the project would have included approximately 6,688,260 square feet in both Industrial/Research & Development Areas (“Innovation Centers”) and Commercial Areas. The SVIP Project consisted of two phases, with Phase 1 consisting of the construction of an automotive testing area (i.e., Innovation Center 4) and a portion of the town center. Phase 1 would also have included construction of the emergency vehicle access road connecting the site with SR 25 and other associated infrastructure including roads, drainage channels, and utilities. Phase 2 would have consisted of the construction of the remaining portions of the SVIP Project, including Innovation Centers 1- 3, the remaining portion of the town center, and the Pajaro River Park.

Phase 2 would also have included the construction of a right- in/right-out driveway to connect the SVIP Project to SR 25.

RFQ – City of Salinas Environmental Services May 2024
DD&A worked with County RMA to prepare a combined program- level EIR for the overall SVIP Project and a project-level document for development of Phase 1. DD&A drew upon our experience working closely with County RMA on previous projects, as well as our previous experience providing peer review of environmental and technical documentation for the El Rancho San Benito Specific Plan Project previously proposed for the site. DD&A’s approach to the SVIP Project also included assigning key staff at the senior, a ssociate, and assistant levels to ensure adequate staffing to meet the overall schedule; clearly defining responsibilities between DD&A, the Applicant, County RMA, and other members of the project team; and incorporating a detailed quality assurance/quality control (“QA/QC”) process to assure accuracy of all project deliverables.

DD&A completed technical report reviews and a preliminary Administrative Draft EIR, as well as prepared and circulated a Notice of Preparation (“NOP”), prior to the project being put on hold in March 2023.
