Section 2. Firm Experience and Qualifications
A general description of the services provided by the proposer’s firm and sub- consultant.
Firm Overview
Established in 1996 as a project and cost management
company, Cumming Group has evolved into a multifaceted
consulting firm with a determined focus on providing services that add value at every step of a project. Over the last 28 years, we have grown our presence to 50 offices worldwide — including 11 offices in California — and employ more than 2,000 team members.
Within Northern California, we have seven office locations with more than 250 team members, including certified construction managers and project management professionals, certified cost consultants, licensed engineers and architects, project engineers, schedulers, constructability review managers, LEED Accredited Professionals, ADA experts, and more. We are well- versed in responding quickly to owners’ needs and allocating our best available resources.
Cumming’s exceptional project and construction management skills have led to us becoming one of the most successful firms in our industry. We operate with optimal efficiency, we hire and train the most talented and motivated industry leaders, and we actively explore opportunities to improve and add value.
We pride ourselves on offering the personalized service of a small company, while at the same time having the breadth of resources and company-wide standards of a larger, established organization. This enables us to provide customized,
consistent, and high-quality services for our clients.
Our approach to providing services is based on the idea that we work for you: everything we do is on your behalf and in your best interest. We have the unique ability to offer not only comprehensive project and construction management services, but also à la carte services at any stage of project development.
We have a solid history of utilizing experienced staff, strong project management controls, and proven methods to deliver projects successfully. Our hallmarks are collaboration, integrity, commitment, strong management, and proactive leadership during all phases, with detailed documentation throughout the process to enable clients to make informed decisions.
Public Project Experience
From its inception, Cumming Group has specialized in public and civic projects. We have supported dozens of California municipalities and public agencies on work ranging from smaller capital maintenance projects to multibillion-dollar building programs, providing us with an unmatched level of experience in the state.
Our project experience includes the completion of more than 10,000 assignments in support of owners, architects, engineers, and others. This includes more than 1,000 projects for cities and counties, covering fire and police facilities, city halls, civic centers, libraries, port or harbor facilities, libraries, offices, community centers, parks, animal shelters, and maintenance facilities, among others.
Our experience covers everything from new construction and renovations to tenant improvements, feasibility studies, and site assessments for projects ranging in budget from under $500,000 to more than $230 million.
Exclusively Representing Owners
The key characteristic that differentiates Cumming Group from other construction industry service providers is our unwavering commitment to exclusively representing owners. Many of our competitors design or build facilities while also attempting to represent owners fairly and objectively. True advocacy is not always possible when the owner’s interests are not primary.
Cumming Group does not engage in activities that may create a conflict of interest, such as real estate transactions, facility management, architectural design, or general contracting. We do not have competing business interests as we act purely as an owner’s representative.
Cumming Group is currently ranked
14th in Engineering-News-Record’s
listing of the Top 100 Professional
Services Firms and has ranked in the
Top 40 for the last 15 years.

An Approach That Emphasizes Quality
Cumming Group’s project and construction management
approaches are reinforced by a quality assurance and control regimen refined through years of work on large public projects.
Our performance-based process is based on lessons learned and targets critical project success factors such as conformance to our client’s scope, schedule, and budget; Cumming Group and subconsultant team member performance; communications
effectiveness; and claims avoidance.
We produce deliverables that fit the needs of our clients and communicate the appropriate level of detail to the intended audience. We perform services with the highest level of care and also address the quality of deliverables and outcomes produced by others.
Our focus is on minimizing and mitigating the risks inherent in construction. We stress comprehensive controls that address cost, resources, and schedule parameters in a manner that allows continual trend reporting and proactive troubleshooting.
Focused on Quality From Beginning to End
During design, Cumming Group implements a rigorous
constructability review program to reduce change orders and mitigate time delays and claims. Our constructability reviews bring to light conflicts or challenges not recognized by the design team during the development of the design documents, including availability of materials, site logistics, code elements, and equipment space restrictions. We also ensure that the bid documents are complete, comprehensive, and accurate, further minimizing change orders.
Cumming Group develops quality-control checklists to
manage startup, acceptance, and closeout procedures with the inspector of record and all other required inspectors. At the beginning of construction, we ensure that each specialty inspector reviews the contract documents outlining the most important elements to include in the quality control data. Then, during construction, Cumming Group systematically verifies that reviews, certifications, inspections, and tests are being performed. We document all inspections, identify items that have been satisfactorily inspected, and target those requiring corrective action.
Delays in inspector approvals equate to delays in contract closeout, so our team members proactively drive contractors to correct any contract deviations. At weekly meetings, we discuss the contractors’ completed activities and evaluate the effectiveness of our shared quality control measures. We advise contractors to implement any needed improvement measures in time for upcoming activities.
The successful closeout of construction projects is contingent on comprehensive and accurate as-built drawings. Cumming Group requires and verifies the latest as-built drawings from each contractor before approving each payment application. We stipulate that contractors post any modifications to the contract documents before submitting payment requests.
Budgeting
During pre-design, Cumming Group develops a preliminary budget as a baseline as part of our stringent cost management approach. This budget incorporates allowances and
contingencies for potential change orders, which are tracked via change order log. At every design phase (schematic design, design development, 50%/100% construction documents), we develop a comparison report comparing the architect’s estimate to ours. The report captures all inconsistencies, allowing the team to monitor scope creep and ensure we are designing to the budget.
During construction, Cumming Group analyzes the financials submitted by the contractor. We thoroughly vet and process any change orders received. Contracts are assigned to a specific funding source as part of budget development and tracked via a contractor payment spreadsheet, allowing us to monitor payments and ensure the budgeted funding is not overrun. This also allows us to forecast funds and recognize when cash flow is running low.
Our focus is on minimizing and mitigating
the risks inherent in construction. We stress
comprehensive controls that tie cost, resources,
and schedule parameters in a manner that
allows continual trend reporting and proactive
troubleshooting.

City of Salinas | RFQ Response 9
Scheduling
Cumming team members are experts at developing control
systems to manage design and construction. The project master schedule is the controlling document and the key tool for measuring performance against plan. It integrates all essential events and identifies tasks, responsibilities, milestones, and phases of major actions for each participant. Cost and manpower loading of schedules ensures we have the tools to accurately manage the job’s progress.
Our team believes in developing both summary and detailed schedules for time management control. Summary schedules, by design, inform and update senior management, while
detailed construction schedules provide the day-to-day
operational tools for time management.
Our key to schedule control during construction is a Critical Path Method (CPM) schedule that combines all work activities with the resources needed for that work. The master CPM network identifies and monitors major project milestones for every team member and is the detailed construction schedule that all parties use for the project’s duration.
Throughout a project, we review the contractor’s schedules and perform weekly schedule audits and CPM monthly update reviews to enable us to maintain control. By reviewing the critical path and key milestones with the contractor on a weekly basis we can ensure that the project stays on schedule and plan for potential delays before they occur.
Should any of the milestone dates begin to slip, Cumming Group assists decision-making authorities by offering solutions for making up time and protecting the schedule. However, should outside influences make adjustment impossible, we can adjust the master project schedule by consuming float time, considering an extension of time for the project, or initiating a recovery schedule to recover lost time.
In all cases, Cumming Group investigates all avenues for correction before expending additional project time and money.
We present the information along with our recommendations for mitigation options to the client’s leadership team for final direction and decision.
Document Control
Cumming Group employs a contract management tool to
conduct administrative contract management functions and establish detailed information for tracking progress. This tool allows us to organize projects or tasks within a program, utilizing a portfolio system that groups items as requested (such as by end user or by funding source). This organizational structure allows project tracking and reporting by the group selected, yielding budget and cost data comparisons, schedule status, and informational updates. These capabilities support continuous financial planning at the program level and allow us to assess effects on funding plans with ease.
Our in-house system, CAPP , provides easy-to-read, easy-to- operate information tracking for budgets, RFI logs, daily reports, expenditures, and commitments. It serves as a secure program management and accounting resource that establishes different levels of authority for viewing and editing information.
Cumming Group primarily uses Primavera P6 as a multi-project planning and scheduling tool to create, track, and report the majority of project and program level information. Some of our most common reporting options include:
• Master and Forward Scheduling (including Entitlements and Transition Planning)
• Monthly Schedule, Cost, and Resource Management
• As-Planned Schedule Validation and Adjustments
• Comparative Critical Path Delay and Acceleration Analyses • Design Directives, Procurement, Logistics, and Means and Methods Assessments
• Labor Productivity and Utilization Studies
• Earned Value Analysis
• Value Stream Mapping
• Program Cost Trends Budget vs. Actuals
• Program Level Dashboard Reporting
Cumming Group has considerable experience with multiple applications for scheduling, contract management, and records management. The implementation of these applications,
combined with our experience, technical expertise, and effective processes, allows us to provide real-time information to our clients, resulting in logic-based decisions, claims avoidance, and high-quality projects delivered on time and on budget.
Customer Service
Cumming Group’s philosophy is “Manage each project like we own it. ” We are committed to creating value for our clients through our proven expertise and to building lasting relationships based on trust, reliability, and results. Cumming Group provides its services to public agencies as an owner’s representative, working collaboratively and transparently with client stakeholders to deliver services that achieve our client’s goals and objectives.
Since our inception in 1996, Cumming Group has become
a recognized leader in providing high-quality, professional construction management consulting services. This is reflected both in our Top 40 ranking for the last 15 years on Engineering News-Record’s list of Top 100 Professional Services Firms in the United States and in our 85% repeat business rate.
These accomplishments are a direct result of our company- wide, institutional emphasis on providing best-in-class customer service, and in approaching every service offering from the perspective of the client. This allows us to ensure that clients are getting maximum value for their money, and that they will be satisfied with their projects for many years to come. cumming-group.com

Innovative Approaches to Project Success
At Cumming Group, we take immense pride in continually
raising the bar with technology and innovation. We don’t just adapt to change; we drive the process. We utilize the power of technology to bring value to our clients and their projects.
We understand every project is unique, and that each project deserves a perfectly tailored technology solution. We dive deep into understanding a project’s requirements, a team’s goals, and the client organization’s core values. This comprehensive understanding allows us to craft a technology mix that is laser-focused on delivering data transparency, accessibility, auditability, security, and quality across every facet of a project.
Our team of systems integrators and data analysts are equipped with the latest advancements, including our proprietary software (CAPP), to validate, analyze, check, and compare data.
We don’t offer one-size-fits-all solutions; instead, we collaborate with clients to design technology solutions that seamlessly integrate platforms to serve a project and team’s unique needs.
Integrating Data From the Start
Our commitment to value creation through technology starts from day one. We kick off our engagements with a meticulous fit-gap analysis that considers the client’s current systems and requirements. This process identifies all data sources, determines the level of data granularity needed, and pinpoints key stakeholders. The client’s performance indicators are incorporated alongside ours, ensuring a unified approach that delivers results.
Data security is also a top priority at Cumming Group. We conduct annual penetration testing, security awareness
training, and external audits to ensure that our technology systems are a fortress against threats.
Utilizing Technology to Minimize Disruptions
We understand disruption can be a challenge, so our technology platforms are designed to support the processes that drive project success while minimizing disruption. Whether it is Data Management Systems (DMS), Management Information Systems (MIS), or Building Information Modeling (BIM) tools, we have the expertise to tailor them to a project’s specific needs. Our systems work seamlessly within client networks or through cloud technology, offering flexibility and agility.
Our arsenal of DMS/MIS systems comprises industry-leading project management and business application software,
including Procore, Ingenious.Build, and CAPP for project and program administration; Oracle’s Primavera Contract Management CM13 and P6 products, iTwo CostX, Destini
Estimator, Crystal Ball Risk, PRA Risk, and Synchro 4D
Scheduling. We’ve also developed in-house applications like our customized dashboard to integrate with industry-standard systems seamlessly.
Empowering Through Data
Our data team is dedicated to creating actionable insights that communicate effectively across all levels of a client’s organization. We don’t just analyze data. Leveraging PowerBI and Tableau, we transform it into visuals that empower on-site staff and inform decision-makers in the office. Our technology best practices guarantee that our tools convey a persuasive, precise narrative.
The implementation of these software applications, combined with our technical expertise and streamlined processes, enables us to provide real-time project information. This results in logic- based decisions, claims avoidance, and the successful delivery of high-quality projects within budget.
Working closely with our clients, our
team provides the technical knowledge,
leadership, and resources needed to drive
the process and achieve successful project
outcomes.

Community Center and On-Call Projects | Mountain View, CA Client
City of Mountain View
Description
Cumming Group provided project and construction
management services for the City of Mountain View’s Rengstorff Community Center project. This $23.5-million, 22,000-sq.-ft. building is located on 3.6 acres and involved new ground-up construction and renovations to an existing building, including seismic retrofits and a large community room; roads, parking, infrastructure, and new stop light installation; a day care center with outdoor children’s play area; walking paths and picnic areas; and completely new landscaping and lighting for park areas.
We worked with the City and designers to manage scheduling, review designs, estimate costs, and affect design changes to keep the renovation and addition within budget. This project had several unforeseen conditions discovered during demolition, some of which were quite significant. We monitored the changes and negotiated reasonable amounts for the
changed scope. We also worked diligently with the general contractor to keep delays due to changes to a minimum and pushed for the timely completion of the building. The project came under the total budget by $4K.
Additionally, Cumming Group managed upgrades to the
alerting systems in all five of Mountain View’s fire stations and a two-phased 3,300-sq.-ft. tenant improvement project at Mountain View’s City Hall. City Hall remained open during the construction, and care was taken not to impede day-to-day operations of the facility.

New Community Center | Los Altos, CA
Client
City of Los Altos
Description
Opened in October 2021, this 25,000-sq.-ft. sustainable community center includes dedicated space for senior, teen, and kindergarten-preparation programs, as well as flexible indoor and outdoor community gathering spaces that
accommodate various recreational programs, classes, and events. Additional amenities include a playground, commercial kitchen, bocce ball courts, and a café.
The all-electric community center is LEED Gold equivalent. It is quipped with highly insulated walls and roof structure, while exterior doors and windows enhance energy conservation
with insulated glass and thermally broken frames. The roof is designed with solar-reflective asphalt shingles and up to 100% of the building’s electric load is satisfied by photovoltaic (PV) panels.
Cumming Group was initially commissioned to assist with specific preconstruction activities including constructability review and managing the prequalification and bidding
processes. Our team subsequently managed the entire
construction phase, ensuring the project was completed on time and under budget. As well as overseeing construction activities, our team managed furniture, IT , AV, and security vendors and was actively involved in community engagement activities.

12. Mutual Waiver of Consequential Damages. Notwithstanding any other provisions of this Agreement, and to the fullest extent permitted by law, neither the City nor Consultant shall be liable to the other party for any incidental, special, indirect or other consequential damages incurred due to the fault of either party, regardless of the nature of the fault or whether it was committed by City or Consultant, or their employees, subconsultants, or subcontractors. 13. Aggregate Limit of Liability.
