TITLE: LANDSCAPE MAINTENANCE DISTRICTS AGREEMENTS FOR SERVICES RECOMMENDED MOTION:

It is recommended that City Council approve a Resolution:

Approving specifications for the Annual Maintenance Districts’ Landscape Services for the Harden Ranch, Mira Monte, Airport, and Woodside Maintenance Districts; Awarding contracts for Landscape Maintenance Services for Harden Ranch Maintenance District for an amount not to exceed $210,000 and Mira Monte, Airport, and Woodside Maintenance Districts for an amount not to exceed $207,057; Authorizing the City Manager to enter into agreements for services with Brightview Landscape Services, Inc. for landscape maintenance services within the Harden Ranch, Mira Monte, Airport, and Woodside Maintenance Districts.

EXECUTIVE SUMMARY:

On May 8, 2024, the City went out to bid with an RFP for Landscape Maintenance Services for the Harden Ranch Maintenance District and the Mira Monte, Airport, and Woodside Maintenance Districts. Two contractors submitted successful bids for the RFP. Both Submittals were reviewed for completeness and price comparison. Based on the RFP criteria, Brightview Landscape Services, Inc. was the overall most qualified lowest bidder. New contract terms are for three years at a fixed rate with the option for an additional two-year extension with a 5% increase for the additional two-year term.

BACKGROUND:

On May 25, 2021, the Landscape Maintenance Service contracts went out to Bid and Council approved Smith & Enright Landscaping for the North/East District and the Monte Bella District and Brightview was awarded Harden Ranch District and Mira Monte, Airport, and Woodside Districts for Landscape Maintenance Services.

On May 8, 2024, a new Request for Proposal for landscape maintenance services was posted for the Harden Ranch Maintenance District and for the Mira Monte, Airport, and Woodside Districts. The Landscape Maintenance services include but are not limited to gardening, irrigation, tree trimming, mowing, etc. The City received 2 complete proposals for Harden and 2 complete proposals for Mira Monte, Airport, and Woodside which were evaluated on cost and submission documentation. After careful consideration and review, Brightview Landscape Services, Inc. was chosen for both Districts. The agreements are for a three-year period in an amount not to exceed $210,000 ($71,000 annually) for Harden Ranch District and $207,057 ($69,019 annually) for Mira Monte, Airport, and Woodside Districts.

Staff recommends City Council approve the specifications set forth in the RFP for the Annual Maintenance Districts’ Landscape Services; a resolution to award Brightview Landscape Services, Inc. a contract for the Harden Ranch Maintenance District in an amount not to exceed $71,000 annually and the Mira Monte, Airport, and Woodside Districts for Landscape Maintenance Services in an amount not to exceed $69,019 annually; and to authorize the City Manager to execute awarded contracts.
