DEPARTMENT: FIRE DEPARTMENT
FROM: SAMUEL KLEMEK, FIRE CHIEF
TITLE: DIRECT PURCHASE OF BODY ARMOR FOR FIREFIGHTERS
RECOMMENDED MOTION:
A motion to approve a resolution:
Authorizing the direct purchase pursuant to Salinas Municipal Code section 12-27 of body armor and ballistic helmets for Salinas Fire Department personnel for a total of $134,627.50, to include a 10% contingency for a total purchase price not to exceed $148,090.25; and Authorizing the Purchasing Officer to complete the purchase authorized by the Resolution.
EXECUTIVE SUMMARY:
The Fire Department needs replacement body armor and ballistic helmets to ensure firefighter safety during violent incident responses. Since the current equipment, purchased in 2019, has a five-year lifespan and is nearing expiration, staff conducted a thorough evaluation and selected the Project 7/SPR2 vests and integrated helmet system. After obtaining several quotes, Fire Department staff selected AARDVARK to provide this equipment for $134,627.50.
BACKGROUND:
The Fire Department's body armor and ballistic helmets, last purchased in 2019, have a five-year lifespan and are now considered unsafe for use. The acquisition of this equipment will provide necessary protection to firefighters when they are called upon to rescue and provide emergency care to injured victims of shootings, stabbings, or in periods of civil unrest.
Our firefighters have attended large scale active shooter exercises involving dozens of responders and role players at Northridge Mall and California State University at Monterey Bay. The After-Action Reports of each recommended that firefighters come equipped with ballistic vests and helmets to such incidents. This recommendation is reflected in national, state, and local standards such as National Fire Protection (NFPA) Standard 3000, FIRESCOPE Incident Command System (ICS) 701, and the Monterey County Operational Area Active Shooter Guideline. The use of ballistic protection by firefighters has become industry standard.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
This purchase supports the City Council’s Strategic Goal of Public Safety.
DEPARTMENTAL COORDINATION:
The Fire Department will coordinate with the Finance Department to ensure purchase is successful.
FISCAL AND SUSTAINABILITY IMPACT:
Funding is available and appropriated in 1000.45.4510, 1200.45.4510, and 5800.45.9527.
